The impact of worst-case, ionospheric scintillation on the clutter- Doppler spectrum is analyzed for a space-based radar that operates between 100 and 1300 MHz. Analytical expressions for the spectrum are derived for a narrow, Gaussian antenna beam. For normal system parameters, the analytical expressions, combined with data from the Defense Nuclear Agency's Wideband satellite experiment, are used to compare the relative significance of the components of the clutter-Doppler spread for a range cell and to obtain the clutter-Doppler spread over the antenna's mainlobe. In addition, lower bounds are determined on the achievable reduction in the clutter-Doppler spread of a system.

A computer model was used to make a detailed analysis of the clutter spectra received by real aperture Space-Based Radars orbiting over different types of terrain. The influence of terrain on L-band SBR detection performance has also been studied. It was found that the clutter spectra tend to become narrower as the grazing ange of the antenna increases but that they broaden as the antenna points progressively more away from the direction of motion of the satellite. The interference caused by the clutter background is progressively higher for ice covered ground but smaller for a snow-covered terrain and the smallest for an ocean background. The minimum detectable velocities of the SBR were found to vary by a factor of up to three according to the terrain type. (Canada).

A clutter model for a pulse doppler space based radar simulation is described. Ground clutter is represented as a random process with mean power, mean doppler, and doppler spread determined from experimental measurements and from physical and geometrical quantities pertinent to the radar location, look angle, beam pattern, etc. The above three quantities are used to define the clutter spectrum observed at a given radar range gate, and a statistical signal generation technique is employed to generate a realization or sample of the instantaneous clutter signal observed.
