Through the first decade of the twentieth century, Americans looked upon industrial accidents with callous disregard; they were accepted as an unfortunate but necessary adjunct to industrial society. A series of mine disasters in December 1907 (including one in Monongah, West Virginia, which took a toll of 361 lives) shook the public, at least temporarily, out of its lethargy. In this award-winning study, author William Graebner traces the development of mine safety reform in the years immediately following these tragic events. Reform activities during the Progressive period centered on the Bureau of Mines and an effort to obtain uniform state legislation; the effect of each was minimal. Mr. Graebner concludes that these idealistic solutions of the time were at once the great hope and the great failure of the Progressive coal-mining safety movement.

More than 100 powerful images by noted photographer Russell Lee that document the working conditions and lives of coal mining communities in the postwar United States; publication coincides with an exhibition at the National Archives in Washington, DC. In 1946 the Truman administration made a promise to striking coal miners: as part of a deal to resume work, the government would sponsor a nationwide survey of health and labor conditions in mining camps. One instrumental member of the survey team was photographer Russell Lee. Lee had made his name during the Depression, when, alongside Dorothea Lange and Walker Evans, he used his camera to document agrarian life for the Farm Security Administration (FSA). Now he trained his lens on miners and their families to show their difficult circumstances despite their essential contributions to the nation's first wave of postwar growth. American Coal draws from the thousands of photographs that Lee made for the survey—also on view in the US National Archives and Records Administration’s exhibition Power & Light—and includes his original, detailed captions as well as an essay by biographer Mary Jane Appel and historian Douglas Brinkley. They place his work in context and illuminate how Lee helped win improved conditions for his subjects through vivid images that captured an array of miners and their communities at work and at play, at church and in school, in moments of joy and struggle, ultimately revealing to their fellow Americans the humanity and resilience of these underrecognized workers.

The story of the miners of Zonguldak presents a particularly graphic local lens through which to examine questions that have been of major concern to historians—most prominently, the development of the state, the emergence of capitalism, and the role of the working classes in these large processes. This book examines such major issues through the actual experiences of coal miners in the Ottoman Empire. The encounters of mine workers with state mining officials and private mine operators do not follow the expected patterns of labor-state-capital relations as predicted by the major explanatory paradigms of modernization or dependency. In the early twentieth century, a group of women workers hired to apply luminous paint to watch faces and instrument dials found themselves among the first victims of radium poisoning. Claudia Clark's book tells the compelling story of these women, who at first had no idea that the tedious task of dialpainting was any different from the other factory jobs available to them. But after repeated exposure to the radium-laced paint, they began to develop mysterious, often fatal illnesses that they traced to conditions in the workplace. Their fight to have their symptoms recognized as an industrial disease represents an important chapter in the history of modern health and labor policy. Clark's account emphasizes the social and political factors that influenced the responses of the workers, managers, government officials, medical specialists, and legal authorities involved in the case. Death Underground: The Centralia and West Frankfort Mine Disasters examines two of the most devastating coal mine disasters in United States history since 1928. In two southern Illinois towns only forty miles apart, explosions killed 111 men at the Centralia No. 5 mine in 1947 and 119 men at the New Orient No. 2 mine in West Frankfort in 1951. Robert E. Hartley and David Kenney explain the causes of the accidents, identify who was to blame, and detail the emotional impact the disasters had on the survivors, their families, and their communities. Politics at the highest level of Illinois government played a critical role in the conditions that led to the accidents. Hartley and Kenney address how safety was compromised when inspection reports were widely ignored by state mining officials and mine company supervisors. Highlighted is the role of Driscoll Scanlan, a state inspector at Centralia, who warned of an impending disaster but whose political enemies shifted the blame to him, ruining his career. Hartley and Kenney also detail the New Orient No. 2 mine explosion, the attempts at rescue, and the resulting political spin circulated by labor, management, and the state bureaucracy. They outline the investigation, the subsequent hearings, and the efforts in Congress to legislate greater mine safety. Using oral histories, company records, and census data, Crandall A. Shifflett paints a vivid portrait of miners and their families in southern Appalachian coal towns from the late nineteenth into the mid-twentieth century. He finds that, compared to their earlier lives on subsistence farms, coal-town life was not all bad. Shifflett examines how this view, quite common among the oral histories of these working families, has been obscured by the middle-class biases of government studies and the Edenic myth of preindustrial Appalachia propagated by some historians. From their own point of view, mining families left behind a life of hard labor and drafty weatherboard homes. With little time for such celebrated arts as tale-telling and quilting, preindustrial mountain people strung more beans than dulcimers. In addition, the rural population was growing, and farmland was becoming scarce. What the families recall about the coal towns contradicts the popular image of mining life. Most miners did not owe their souls to the company store, and most mining companies were not unusually harsh taskmasters. Former miners and their families remember such company benefits as indoor plumbing, regular income, and leisure activities. They also recall the United Mine Workers of America as bringing not only pay raises and health benefits but work stoppages and violent confrontations. Far from being mere victims of historical forces, miners and their families shaped their own destiny by forging a new working-class culture out of the adaptation of their rural values to the demands of industrial life. This new culture had many continuities with the older one. Out of the closely knit social ties they brought from farming communities, mining families created their own safety net for times of economic downturn. Shifflett recognizes the dangers and hardships of coal-town life but also shows the resilience of Appalachian people in adapting their culture to a new environment. Crandall A. Shifflett is an associate professor of history at Virginia Polytechnic Institute and State University.
