Comparing three different European democracies--Germany, France, and Belgium--William M. Downs provides a powerful account of the ways politicians and political parties negotiate the composition of new governments following elections in which no single party wins a clear majority. Downs argues that postelection alliance building is a window onto many of the political processes fundamental to representative democracy: the interpretations of electoral verdicts; the compromises of campaign pledges; the trade-offs between policy and power; the temporary cooperation between long-term adversaries; the collective decision making; and the blurring of lines of accountability through collective responsibility. The study reports findings from an unprecedented collection of information, including cross-national survey responses, interviews with political elites, and three decades of postelection studies of coalition building in the German state parliaments, the French regional assemblies, and the Belgian provincial councils and regional parliaments. Coalition Government, Subnational Style conclusively demonstrates that the struggles for government status at subnational levels are profoundly important to both parties and voters and that the outcomes of these struggles can result in governments of varying political complexions. Downs's findings question key assumptions of democratic theory and raise important concerns about individual and organizational behavior in changing institutional and electoral environments, ultimately allowing for a deeper understanding of representation, power, and cooperation outside the more familiar arena of national parliamentary politics.

Divided We Govern investigates the rise and fall of the broader parliamentary left in modern Indian democracy, and the dynamics of national coalition governments. Since the 1970s, socialist, communist and regional parties in India have sought to forge a progressive 'third force'. Most scholars typically dismiss its principal manifestations -- the Janata Party, National Front and United Front -- as inherently opportunistic coalitions of power-seeking politicians. Sanjay Ruparelia provides a fine-grained analytic narrative to challenge this prevailing wisdom. Employing a variety of methods and resources, including the rare confidential testimonies of key political actors, Ruparelia demonstrates how the politics of each governing coalition, despite their self-evident flaws and short-lived tenures, revealed the outlines of a distinctive national vision. His fresh analysis of the politics of coalition in India also yields wider theoretical insights. Most studies fail to question or explain how these multiparty governments actually functioned. Hence they overstate the stability of and polarity between multiple political motivations, Ruparelia contends, discounting internal party debates over whether to share power, with whom and to what extent, and how. In such circumstances, the strategies, tactics and choices of actors become especially significant. The pursuit of power in a highly regionalized federal parliamentary democracy such as India creates incentives to forge national coalition governments, yet paradoxically decreases their chances of surviving. Ultimately, the failure of socialists and communists to judge their real historical possibilities at key junctures led to the decline of the broader Indian left.

This book provides the first cross-regional study of an increasingly important form of politics: coalitional presidentialism. Drawing on original research of minority presidents in the democratising and hybrid regimes of Armenia, Benin, Brazil, Chile, Ecuador, Kenya, Malawi, Russia, and Ukraine, it seeks to understand how presidents who lack single party legislative majorities build and manage cross-party support in legislative assemblies. It develops a framework for analysing this phenomenon, and blends data from MP surveys, detailed case studies, and wider legislative and political contexts, to analyse systematically the tools that presidents deploy to manage their coalitions. The authors focus on five key legislative, cabinet, partisan, budget, and informal (exchange of favours) tools that are utilised by minority presidents. They contend that these constitute the 'toolbox' for coalition management, and argue that minority presidents will act with imperfect or incomplete information to deploy tools that provide the highest return of political support with the lowest expenditure of political capital.
