The popular image of the First World War is dominated by two misconceptions. The first holds that the war was an exercise in futility in which incompetent upper class generals callously sacrificed an entire generation of young men to no good purpose. The second holds that the debate about British strategic policy during the First World War was a gladiatorial contest between `brass hats' (generals), and `frock coats' (politicians). Historians, denied access for too long to the contemporary records of the private deliberations of policy-makers, had been forced to follow both interpretations. David French challenges this orthodoxy and suggests that the policy-makers were united in trying to relate strategic policy to a carefully considered set of war aims. His challenging conclusion is that the policy-makers never lost sight of their goal, which was to ensure that Britain fought the war at an acceptable cost and emerged from it with its security enhanced against both its enemies and its allies.

In Strategy and Command, Roy Prete offers a major new interpretation supported by in-depth research in French archival sources. In the first of three projected volumes, Prete crafts a behind-the-scenes look at Anglo-French command relations during World War I, from the start of the conflict until 1915, when trench warfare drastically altered the situation. Drawing on extensive archival research, Prete argues that the British government's primary interest lay in the defence of the empire; the small expeditionary force sent to France was progressively enlarged because the French, especially Commander-in-Chief Joseph Joffre, dragged their British ally into a progressively greater involvement. Several crises in Anglo-French command relations derived from these competing strategic objectives. New information gleaned from French public and private archives - including private diaries - enlarge our understanding of key players in the allied relationship. Prete shows that suspicion and distrust on the part of both sides of the alliance continued to inform relations well after the circumstances creating them had changed. This volume is a study of the evolution of American strategy before and during the first year of American participation in World War II. It is the story of planning by the War Department during that early and significant period in which the foundations of the strategy for the conduct of the war were established. The authors not only present the problems of the Chief of Staff of the U. S. Army and of his principal plans and operations officers, but also emphasize joint and combined problems-the reconciliation of the Army views on strategy with those of the Navy and the integration of American and British views and their adjustment to the military policies of other associated powers, notably the Soviet Union. It may seem to the reader that controversy and differences of opinion are stressed and that agreement and co-operative endeavor are slighted. Since planners are occupied with unsettled problems, their work necessarily involves differences of opinion. It is only when all sides of an issue are forcefully presented and the various solutions thereof closely scrutinized that the final plan has any validity. The reader must bear in mind that the differences related herein are those among comrades in arms who in the end always made the adjustments required of the members of a team engaged in a common enterprise. The execution of strategic decisions-the end result of debates, negotiations, and compromises set forth in the book-is narrated in the combat volumes of this series. Mr. Maurice Matloff and Mr. Edwin M. Snell collaborated in writing this volume. Mr. Snell was formerly an instructor in English at Harvard University and Mr. Matloff an instructor in History at Brooklyn College. Mr. Snell served in the Army and Mr. Matloff in the Army Air Forces during World War II. Both joined the Operations Division historical project of the War Department General Staff in 1946. Mr. Matloff is now the Chief, Strategic Plans Section, Office of the Chief of Military History, Department of the Army.
