Coast Guard Publication 3-0 Operations February 2012 The Coast Guard's value to the nation resides in our proven ability to accomplish the mission in the maritime domain, whether through saving lives, protecting the marine environment, or defending our country. Our unique authorities, capabilities, competencies, and partnerships as a military, law enforcement, regulatory, and humanitarian Service are central to that value proposition. We are recognized worldwide for our ability to execute these diverse maritime missions over vast geographic areas and under the most challenging and demanding conditions. Publication 3-0 provides the enduring guidance for Coast Guard operations: how and why we do what we do. This guidance is based on over two centuries of Coast Guard experience in maritime operations and the principles of operations provided in Publication 1-0. Two fundamental elements to operations warrant special emphasis: leadership and proficiency. We rely on leadership at every level of command to conduct operations safely and effectively in an inherently dangerous maritime environment. We rely on proficiency in the operational arts of our profession-seamanship, airmanship, law enforcement, joint military and interagency operations. And operations rely on proficiency in mission support and other key enabling disciplines.

1. PURPOSE. This Manual applies to all members of Coast Guard Forces who are involved with Coast Guard Auxiliary Operations, including Auxiliarists, military and civilian personnel. 2. ACTION. Area and district commanders, commanders of maintenance and logistics commands, commanding officers of headquarters units, assistant commandants for directorates, Judge Advocate General, and special staff offices at Headquarters shall ensure all Auxiliarists, all Directors of Auxiliary, and any military or civilian Coast Guard members who are involved with Auxiliary operations become thoroughly familiar with this Manual. Internet release authorized. 3. DIRECTIVES AFFECTED. The previous edition of the Auxiliary Operations Policy Manual, COMDTINST M16798.3D, is hereby canceled and should be recycled. 4. DISCUSSION. This Manual outlines policies and procedures necessary for effective operation of the Coast Guard Auxiliary. The Coast Guard Auxiliary has been a critical part of the Coast Guard's historic transition to the Department of Homeland Security (DHS), and the Auxiliary now assumes the role and responsibility as the Department's lead organization of dedicated volunteers. This Manual further helps set the course for the ready, reliable, and relevant Auxiliary operational support to the full spectrum of Coast Guard missions, both traditional and new, and in a different and far more complex maritime security environment. This new Auxiliary Operations Policy Manual should be reviewed in its entirety.

The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

In July 1965, a U.S. Coast Guard unit designated as squadron 1 arrived in the waters of South Vietnam to form the key link in a unique coastal surveillance force. The arrival of that unit marked the inception of "Operation Market Time," a joint Navy-Coast Guard mission designed to prevent North Vietnam from infiltrating men and materials of war to the Vietcong. Since 1965, Coast Guard duties in that area of the world have gradually expanded in scope and importance.
