This report identifies governmental actions that can lead to effective management of coastal resources and strenghtening the national capacity for effective coastal resources management through Integrated Coastal Zone Management (ICZM). This is a system for controlling development and other human activities that effect the condition of economic resources and the quality of environment in coastal zones. The overall objective of ICZM is to provide for sustainable use of coastal natural resources and for maintenance of biodiversity. Environmentally planned development is reputed to add to economic and social prosperity of a coastal community in the long term. The orientation of the report is toward developing countries, particularly those of the coastal tropics. Fisheries productivity, increased tourism revenus, sustained mangrove forestry, and security from natrual hazard devastation are among the practical benefits of ICZM. ICZM incorporates modern principles of planning and resources management, intensive information bases an interdisciplinary processes. A major objective is to facilitate the interactions of different coastal economic sectors (e.g., shipping, agriculturte, fisheries) toward potimal socio-econopmic outcomes, including resolution of conflicts between sectors. ICZM may be initiated in response to a planning mandate but more often because of a crisis - a use conflict, a severe decline in a resource, or a devasting experience with natural hazards.

Tropentag is the largest interdisciplinary conference in Europe, focused on developmentoriented research in the fields of tropical and subtropical agriculture, food security, natural resource management and rural development. Tropentag takes place annually, even though the past two years were particularly challenging, while the conference had to be organised as an online only event. One of the lessons that we learnt from the virtual conferences is that yes, it is possible to organise it that way, but that it is much better to meet and talk in person. We are thus very happy that this year (two years after what was initially planned), we are able to organise the Tropentag 2022 conference at the campus of the Czech University of Life Sciences Prague, Czech Republic, and thrilled that we will again meet all face-to-face, during the 14-16 September venue. However, some of you, due to various reasons, who could not come to Prague, you can still participate at this year Tropentag, as all plenary and oral scientific sessions are streamed via the Whova platform, and we also organise several online poster sessions.

This case study is one of four undertaken by the Food and Agriculture Organization of the United Nations (FAO) and the DSI-NRF (Department of Science and Innovation and National Research Foundation) Centre of Excellence in Food Security (CoE-FS) at the University of the Western Cape, South Africa. The purpose of these studies is to review the impact of social protection (SP) interventions on food system outcomes. The overall aim is to define a theory of change and a conceptual framework that link SP to food systems. The focus of this paper is an examination of the project titled “Enhanced Coastal Fisheries in Bangladesh” (ECOFISH-BD), within the Hilsa Fishery Management Action Plan (HFMAP). The HFMAP was implemented from 2005 in five coastal regions of Bangladesh and is a payment-for-ecosystem-services (PES) intervention that provides conditional in-kind assistance. In particular, the HFMAP provides rice to fishers in return for their compliance with fishing restrictions. ECOFISH-BD was initiated in 2014 and extends the HFMAP to include aspects of a “graduation” approach by providing adaptive co-management of the resource, training, alternative livelihood opportunities and support to ensure the inclusion of women and youth in the protected areas.
