Many coastal areas around the world are experiencing dramatic landscape changes as a result of increased tourism development and the "sea change phenomenon" – the migration of affluent urbanites to small coastal towns seeking beautiful, natural surroundings. In response to these changes local residents in these places often complain that the distinctive character of their towns and/or individual neighborhoods is being lost or degraded. Coastal Towns in Transition looks at how changes due to unsympathetic development of the built environment and modification of the natural landscape are perceived to negatively impact on the character of small coastal towns. The book explores the concept of town character, and associated notions of sense of place, genius loci and place identity, as conceptualised by local residents in several coastal town communities along Australia’s Great Ocean Road. Findings of a four-year study involving over 1800 respondents from these communities are used to explore theoretical and methodological issues associated with the assessment of place character in the context of coastal towns that are experiencing rapid environmental change. This book will be of interest to planners and environmental designers, as well as scholars in both landscape studies and social science and planning fields who are interested in the sustainable development of coastal areas. The case studies and associated planning and design strategies, together with the bibliography of selected relevant literature, will provide an invaluable reference for these scholars.

Seaports, as part of urban centers, play a major role in the cultural, social and economic life of the cities in which they are located, and through the links they provide to the outside world. Port-cities in Europe have faced significant change, first with the loss of heavy industry, emergence of Eastern European democracies, and the widening of the European Community (now European Union) during the second half of the twentieth century, and more recently through drivers to change including the global Sustainable Development Agenda and the European Union Circular Economy Agenda. This book examines the role of modern seaports in Europe and consider how port-cities are responding to these major drivers for change. It discusses the broad issues facing European Sea Ports, including port life cycles, spatial planning, and societal integration. May 2019 saw the 200th anniversary of the first steam ship to cross the Atlantic between the US and England, and it is just over 60 years since the invention of the modern intermodal shipping container – both drivers of change in the maritime and ports industry. Increasing movements of people, e.g. through low cost cruises to port cities, can play a major role in changing the nature of such a city and impact on the lives of the people living there. The book examines an integral approach to contemporary theories of planning and design that explores the human-nature relationship patterns in social and spatial interconnections, between people and their natural environments. The interconnectedness of human and natural systems is used to scaffold possible solutions to address key environmental and sustainability issues that specifically address the need for patterns of behaviour that acknowledge the duality of ‘man and nature’. The application of the regenerative-adaptive pattern language was tested along the Great Ocean Road region of the Victorian coast in Australia. The concluding chapters argues that for human settlements and cities to be resilient and sustainable, we must understand the interconnected patterns of human-built environments and natural systems, and how we function in a social-spatial dimension with these. In this accessible and lively book, local historian Sean Beattie explores the dramatic impact of the newly formed Congested Districts Board (CDB) on the economic, political, and cultural life of County Donegal. The starting point is the year 1891, when Arthur Balfour, as Chief Secretary, established the CDB as a regional development agency for eight western counties, including Donegal. At that time, County Donegal was recovering from the effects of the Land War and a series of bitter harvests. In an attempt to end the cycle of poverty, the CDB set out to raise living standards by promoting industrial development, investing in maritime resources, increasing agricultural output, opening up new opportunities for women through arts and crafts, introducing the concept of self-help at the local level, and breaking up large estates for the benefit of tenant farmers. Pursuing an aggressive policy of rail extension to develop communications and improve marketing, the CDB made it possible to travel by train across the county from Carndonagh to Burtonport. The most outstanding success story was the carpet manufacturing industry in south Donegal, with Killybegs Carpets being recognized as a world leader. Impressive results came from the Lace Schools in Ardara and Glenties, as well as other training initiatives. Coastal towns, such as Killybegs, became a hub of activity as new piers, boat yards, and fish-curing stations came on stream. In 1923, when the CDB closed its doors, there was a new air of optimism in the county.

Change is inevitable in all communities: they both grow and decline. Planning is a means by which we have sought to manage this change. It has not always succeeded in providing the types of settlements and environments which many residents and others want, either because it is operating with the wrong policies or because it is failing to ensure that the right policies are effectively implemented. These failings have opened planning to criticism by a dominant neoliberal orthodoxy which shapes an increasingly difficult environment in which planning has to operate. Planning for Small Town Change builds on an underexploited selection of international research and the authors’ English case studies to consider the efficacy of planning for change. Drawing on insightful small town experiences, three themes emerge: understanding and conceptualising change; appreciating the potential within place; and the mechanisms for planning and delivery. The research draws on many examples of how key actors have made a significant difference to specific places and provides important insights into how the planning process can be better matched to the long-term and complex challenges faced. Whilst small town experiences are often neglected, they are found to be particularly insightful in understanding the potential roles of local communities and the importance of place quality when planning for change.
