Voilà plus de quarante ans que l'OCDE s'emploie à promouvoir la libération progressive des opérations courantes et des mouvements de capitaux entre ses membres. Dès 1961, les pays de l'OCDE ont entrepris de lever les obstacles aux opérations en capital, en se fondant sur les dispositions et les procédures d'application prévues par un instrument multilatéral unique en son genre : le Code de la libération des mouvements de capitaux. Si la circulation sans entrave des capitaux est assurée depuis plus de dix ans dans la plupart des pays membres de l'OCDE (et même bien avant dans certains pays), les nouveaux venus que sont la Corée, le Mexique, la Pologne, la République tchèque, la Hongrie et la République slovaque n'ont que récemment atteint un niveau équivalent de libération. Ce bilan de l'expérience acquise par l'OCDE dans le domaine de la libération des mouvements de capitaux constitue un ouvrage de référence aussi actuel qu'utile pour les décideurs, les universitaires et les experts financiers. Actuel, parce que le débat sur les avantages et les coûts de la libéralisation financière externe dans les marchés émergents reste très vif. Utile, parce que l'expérience de l'OCDE démontre clairement les avantages de la libération des opérations en capital, la preuve en étant la réticence de ses membres à restreindre les flux de capitaux, même en période de turbulences financières.

In the final declaration of their 8th conference, the European ministers responsible for migration affairs committed to promoting and protecting the human rights of migrants, with special attention to gender equality and the rights of women; to strengthening dialogue and co-operation between receiving, transit and origin countries, particularly within Europe; and to promoting coherence at all levels (international, national, regional and local) between migration, development and integration policies. The ministers also agreed to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries; to enhance social cohesion by improving the integration of migrants and persons of immigrant background and the re-integration of migrants who return to their countries of origin; and to strengthen the contribution of migrants and persons of immigrant background to development in receiving and origin countries and their involvement in co-development programmes. This report was prepared to support the ministerial debate during the conference. It presents the main aspects and characteristics of migration in the member states of the Council of Europe, analyses policy challenges raised by contemporary migration and identifies an integrated policy agenda.
