This code of practice sets out guidance for UK local authorities on road lighting management, in line with the delivery of Best Value services. Although the code is specifically intended for road lighting, the principles can also be applied to other forms of exterior lighting. The Code has been drawn up by the Roads Liaison Group (which includes representatives of the Department for Transport (DfT) and highway authorities) and the UK Lighting Board (which includes representatives of the DfT, the lighting industry, all UK highway authorities, and the lighting engineering profession). Issues covered include: service provision aspects such as legal powers and duties, asset management, maintenance design and performance reporting; cyclical and reactive maintenance; service agreements with distribution network operators; and procurement matters.
