Wertheimer attempts to move beyond previous theories of coercion by conducting a fairly extensive survey of the way in which cases involving coercion have been treated by American courts. In this book, Rhodes provides a nonevaluative account of coercion. He begins with a thorough discussion of the charge that coercion is an essentially contested concept. He argues that effective communication of regulations pertaining to human conduct requires a basic level of clarity as to the kind of conduct being regulated. Accordingly, he argues that before we prescribe or proscribe conduct, we should describe it. In short, he maintains that wherever possible description should precede prescription and proscription. Rhodes begins his descriptive project by providing a fundamental account of human motivation. Upon this foundation he supports his distinctions between threats, offers, throffers, and neutral proposals. He argues that all coercion claims can be understood in light of these components. He applies this analysis to three prominent accounts of coercion as advanced by F.A. Hayek, Harry Frankfurt, and Robert Nozick. After comparing and contrasting these views, Rhodes provides his own account. Rhodes's account is based upon the identification of what he refers to as perceived-threat-avoidance-behavior as a necessary condition for coercion. As a descriptive, or nonevaluative, account, Rhodes is able to identify coercion independent from normative judgments. He argues that it is not the wrongfulness of some conduct that makes it coercion, instead, it is the coerciveness of some conduct that makes it wrong. Unique to Rhodes's account, coercion is not necessarily wrong. As a descriptive account, his view permits an independent analysis of the moral status of an act of coercion. The book concludes with a discussion of the normatively significant variables of a coercion claim.

The Art of Coercion presents a fresh explanation for the success—and failure—of coercive demands in international politics. Strong states are surprisingly bad at coercion. History shows they prevail only a third of the time. Reid B. C. Pauly argues that coercion often fails because targets fear punishment even if they comply. In this "damned if you do, damned if you don't" scenario, targets have little reason to obey. Pauly illustrates this logic in nuclear counterproliferation efforts with South Africa, Iraq, Libya, and Iran. He shows that coercers face an "assurance dilemma": When threats are more credible, assurances not to punish are less so. But without credible assurances, targets may defy threats, bracing for seemingly inevitable punishment. For coercion to work, as such, coercers must not only make targets believe that they will be punished if they do not comply, but also that they will not be if they do. Packed with insights for any foreign policy challenge involving coercive strategies, The Art of Coercion crucially corrects assumptions that tougher threats alone achieve results.

This book explains why China chooses to coerce Asia-Pacific regional states, despite the risk of such actions creating a backlash and complicating its strategic calculus. China’s coercion of neighboring states, often a variation of heavy informal economic sanctions combined with diplomatic pressure and gray-zone coercive measures, has been increasingly observable in the past decade. It has become an important tool in China’s foreign policy toolbox and is frequently used by Beijing to shape the security-political environment of the Asia-Pacific. The book begins with an appreciation of China’s complicated geopolitical exposition and an understanding that such coercion creates backlash, since the target state will likely be alienated and pushed into closer security cooperation with the United States, China’s main geopolitical rival. Through two in-depth case studies of Chinese coercion, targeting the Philippines and South Korea, respectively, the book demonstrates that, first, the reason China coerces is that the secondary state engages in actions that fundamentally threaten China’s security interests, and, second, it will coerce these states only if other policy options geared to change the secondary state’s course of action have not worked. Employing balance-of-power theory, and particularly wedge strategies, the book solves a pertinent research question and improves our knowledge of contemporary security politics in the Asia-Pacific. Competition and Coercion: Blacks in the American economy, 1865-1914 is a reinterpretation of black economic history in the half-century after Emancipation. Its central theme is that economic competition and racial coercion jointly determined the material condition of the blacks. The book identifies a number of competitive processes that played important roles in protecting blacks from the racial coercion to which they were peculiarly vulnerable. It also documents the substantial economic gains realized by the black population between 1865 and 1914. Professor Higgs's account is iconoclastic. It seeks to reorganize the present conceptualization of the period and to redirect future study of black economic history in the post-Emancipation period. It raises new questions and suggests new answers to old questions, asserting that some of the old questions are misleadingly framed or not worth pursuing at all.
