This book offers a timely reflection on how the proliferation of advanced wireless communications technologies, particularly cognitive radio (CR) can be enabled by thoroughly-considered policy and appropriate regulation. It looks at the prospects of CR from the divergent standpoints of technological development and economic market reality. The book provides a broad survey of various techno-economic and policy aspects of CR development and provides the reader with an understanding of the complexities involved as well as a toolbox of possible solutions to enable the evolutionary leap towards successful implementation of disruptive CR technology or indeed any other novel wireless technologies. Cognitive Radio Policy and Regulation showcases the original ideas and concepts introduced into the field of CR and dynamic spectrum access policy over nearly four years of work within COST Action IC0905 TERRA, a think-tank with participants from more than 20 countries. The book’s subject matter includes: • deployment scenarios for CR; • technical approaches for improved spectrum sharing; • economic aspects of CR policy and regulation; • impact assessment of cognitive and software-defined radio; and • novel approaches to spectrum policy and regulation for the age of CR. The book will interest researchers in the field of wireless communications, especially those working with standardization and policy issues, as well as industry and regulatory professionals concerned with radio spectrum management and the general development of wireless communications. Considerable complementary reference material such as power point slides and technical reports that illustrates and expands on the contents of the book is provided on the companion website to the book, found at http://www.cost-terra.org/CR-policy-book

The International Radio Regulations written by Mohamed Ali El-Moghazi and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-01-01 with Science categories.

This book provides an in-depth introduction to the International Telecommunication Union (ITU) Radio Regulations (RR) and the policies that govern them. Established in 1906, these regulations define the allocation of different frequency bands to different radio services, the mandatory technical parameters to be observed by radio stations, especially transmitters, and the procedures for spectrum use coordination at the international level. The book analyzes the interactions between different national policies and the ITU RR, noting how these interactions influence spectrum policy on the national level, setting up a comparative framework within which to view these regulations and their effects. Beginning with an overview of the history of the origins ITU RR, the book takes a deep dive into the components of spectrum management including radio communication service allocation, wireless technology selection, radio usage rights, and spectrum rights assignment, placing each analysis within the context of the push and pull between national and international regulations. The book concludes with chapters discussing issues affecting the future of spectrum policy, including spectrum policy reform in developing countries, the WRC-19, and IMT-2020. Shedding light on the longest-running treaty documents in the history of modern telecommunications and arguing for reforms that allow it to address the needs of all nations, this book is useful to scholars and students of telecom policy, digital policy, ICT, governance, and development as well as telecom industry practitioners and regulators.

Required Regulative Actions To Introduce Cognitive Radio written by Jan Engelberg and has been published by LAP Lambert Academic Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012 with categories.

This book provides guidance for regulatory measures which enable the introduction of cognitive radio in the near future. These measures should be globally harmonised in order to allow the same principles and rules to be used with cognitive radio systems (CRS) around the world. Regulatory measures rely on the capabilities of CRS to detect and monitor spectrum in order to avoid existing usage. Based on this information CRS may operate, however, it should not cause harmful interference to existing usage. Regulation should take into account these requirements of shared use. There are a number of questions related to regulatory measures for the introduction of cognitive radio systems. These questions require comprehensive studies and field tests to verify proper functionality. In 2007 the radio communication conference of ITU (WRC-07) approved an agenda item for the conference of 2012 where the regulatory measures to introduce software defined radio and cognitive radio should be studied. The introduction of the CRS relies heavily on the results of WRC-12.

Broadcast spectrum is scarce, both in terms of our ability to access existing spectrum and as a result of access rules created by governments. An emerging paradigm called cognitive radio, however, has the potential to allow different systems to dynamically access and opportunistically exploit the same frequency band in an efficient way, thereby allowing broadcasters to use spectrum more efficiently. Cognitive Radio and Interference Management: Technology and Strategy brings together state-of-the-art research results on cognitive radio and interference management from both theoretical and practical perspectives. It serves as a bridge between people who are working to develop theoretical and practical research in cognitive radio and interference management, and therefore facilitate the future development of cognitive radio and its applications.
