Do not be surprised to discover that whatever you might have previously read or been taught on this subject turns out to have been as close to truthfulness as your typical lying nightly news telecast. Michael Billington, the author of this autobiographical memoir, is one of a dozen individuals who were sent to prison in 1989 with America's foremost statesman, Lyndon H. LaRouche, Jr. Sentenced to 77 years by George Bush's “Get LaRouche Task Force,” he spent his imprisonment in study and writing--to bridge the divide between East and West. Empire is based upon the ancient principle of divide and rule; by clearing up misunderstandings among cultures, he was able to play a leading role in putting together the combination of forces today oriented around the BRICS (Brazil, Russia, India, China and South Africa) which have in large measure now adopted the “The New Silk Road” policies of LaRouche, EIR and the Schiller Institute for Hamiltonian scientific progress for the benefit of all mankind. Included in this book are 2 very important studies by Billington which every literate person should read to be able to understand Asia, China and the path to bring America into the win-win paradigm of a better future.

Measuring The Impacts Of Federal Investments In Research written by The National Academies and has been published by National Academies Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-10-01 with Science categories.

The enactment of the America COMPETES Act in 2006 (and its reauthorization in 2010), the increase in research expenditures under the 2009 American Recovery and Reinvestment Act (ARRA), and President Obama's general emphasis on the contribution of science and technology to economic growth have all heightened interest in the role of scientific and engineering research in creating jobs, generating innovative technologies, spawning new industries, improving health, and producing other economic and societal benefits. Along with this interest has come a renewed emphasis on a question that has been asked for decades: Can the impacts and practical benefits of research to society be measured either quantitatively or qualitatively? On April 18-19, 2011, the Board on Science, Technology, and Economic Policy (STEP) and the Committee on Science, Engineering and Public Policy (COSEPUP) of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine, held a workshop to examine this question. The workshop sought to assemble the range of work that has been done in measuring research outcomes and to provide a forum to discuss its method. The workshop was motivated by a 2009 letter from Congressman Rush Holt (D-New Jersey). He asked the National Academies to look into a variety of complex and interconnected issues, such as the short-term and long-term economic and non-economic impact of federal research funding, factors that determine whether federally funded research discoveries result in economic benefits, and quantification of the impacts of research on national security, the environment, health, education, public welfare, and decision making. Measuring the Impacts of Federal Investments in Research provides the key observations and suggestions made by the speakers at the workshop and during the discussions that followed the formal presentations.

This handbook integrates a range of conceptual and empirical approaches to diplomacy in the context of ongoing technological and societal change. Technological and societal disruptions affect modern diplomacy, altering its character and reforming its way. In light of such changes, this book offers both historical foundations and contemporary perspectives in the field. By doing so, it demonstrates how contemporary change impacts the work of diplomats representing sovereign states. Global diplomatic services will forever be affected by the digitalization of engagement between states during and after the COVID-19 pandemic. In this rapidly changing culture, with burgeoning geopolitical and geostrategic realignment among global powers, the tools of diplomacy have changed. The state’s foreign policy astuteness and responses to these changes could have long-term impacts. All this culminates in opportunities for improving the management of diplomatic services and efficiency of the Ministries of Foreign Affairs (MoFA) of various states. This book provides useful insights into how modern diplomacy works, especially the integration of informalities into formal diplomatic practices in complex peace and security environments, within such a framework of change.
