The Economic Development Institute (EDI), in cooperation with the United Nations Development Programme (UNDP) and the Inter-American Foundation, launched the Partnerships for Poverty Reduction program in six countries in Latin America and the Caribbeanas part of the Bank's Mission "to fight poverty with passion and professionalism for lasting results." The program sought to promote the adoption of an approach to poverty reduction that relies on partnerships among local, regional, and central governments, other public sector agencies, nongovernmental organizations, private sector companies and other civic organizations. This publication is a result of these collaborative efforts. It contains a powerful message about partnerships with the state, civil society and business: these partnerships have the potential of becoming the basis of an approach to poverty reduction that replaces old and failed paradigms in the region.

This book investigates the current level and trend of poverty in the Muslim World, including selected countries in Africa, the Middle East and Central Asia, East Asia, the Pacific and South America. Authors explore themes of poverty reduction, poverty alleviation and the extent of influences on social and economic development, particularly natural resource endowments (especially mineral resources) and their utilization. Chapters explore theory and practice, including governance and programmes, and take a detailed look at Zakat as a faith-based policy tool, to reduce poverty and improve livelihoods and thus contribute to better environmental stewardship. The final chapters look at development questions in the Muslim World and make policy recommendations, including a proposed multi-dimensional development collaboration model called the Development Collaboration Octagon Model (DeCOM). January 2001 Much of the qualitative research about poverty in Vietnam over the past 8 to 10 years was overlooked by policymakers, who tended to view it as "unscientific" and lacking in credibility. So why did the four participatory poverty assessments implemented in 1999 grab their attention? The year 1999 was important for poverty-related research and policy development in Vietnam. The General Statistics Office had collected household data in the second Vietnam Living Standards Survey in 1998 and made it available for analysis in 1999. And four participatory poverty assessments (PPAs) were implemented during 1999. Turk's case study describes how government agencies, donors, and nongovernmental organizations collaborated in implementing the PPAs. The considerable amount of qualitative information about poverty produced in Vietnam over the past 8 to 10 years has rarely grabbed the attention of policymakers, who tend to view such information as "unscientific" and lacking in credibility. By contrast, the PPAs implemented in 1999 have been widely circulated, used, and quoted. What was different about those PPAs that led their findings to be brought into local and national policy debates, as previous findings had not been? Working partnerships among donors and nongovernmental organizations were important and helped build consensus on the research findings, but more crucial was the active engagement of government partners from the very early stages. Establishing a Poverty Working Group provided a structure for implementing the PPAs, for feeding analysis through to the poverty assessment, and for keeping government fully involved. The Poverty Working Group now supports the government in drafting its poverty reduction strategy. Strong World Bank leadership, financial support from the U.K. Department for International Development, the technical expertise and commitment of the PPA partner agencies, and the availability of recent high-quality household survey data played an important part in ensuring the PPAs' credibility. This paper--a product of the Hanoi Country Office, East Asia and Pacific Region--is part of a larger effort in the region to encourage greater participation by poor households in policymaking and programming for poverty reduction. A number of arguments are made by an international group of authors in this though provoking book about an understudied and socially important context. A future in which financial wealth transfers across the North-South divide from richer to poorer countries is far from sufficient for the relief of poverty and the pursuit of sustainability. Caution must be taken when growth is achieved through the liquidation of the natural wealth of poorer nations, in order to maintain a global economic status quo. Neither poverty reduction nor sustainability will ultimately be achieved. The financial collapse and social upheaval that might result will make the most recent economic downturn look trivial by comparison. What is more urgently needed instead, as argued in this book, is collaboration for sustainability and innovation in the global South, especially building on models originally developed in the South that are transferable to the North. In pursuit of a sustainable and more equitable future, the book examines such topics as Cross-Border Innovation in South-North Fair Trade Supply Chains; Potential Pollution Prevention Programs in Bangladesh; Digital Literacy and Social Inclusion in the South through Collective Storytelling and Eco-innovation at the ‘Bottom of the Pyramid’. Many of these stories and have not been told and need greater visibility. The book contributes in a meaningfully to the discussion of how innovation and sustainability science can benefit both sides in South-North innovation collaborations. It provides useful introduction to the topics, as well as valuable critiques and best practices. This back-and-forth flow of ideas and innovation is itself new and promising in the modern pursuit of a fair and sustainable future for all regions of our planet.
