This book addresses the demand for evidence-based approaches to rural communication services (RCS). It presents theoretical foundations of RCS and a series of case studies showcasing the appropriation of media by smallholders and the promotion of enabling policy environments. Building on the RCS approach promoted by the Food and Agriculture Organization of the United Nations (FAO), the 12 contributions included in this book deal with three prominent dimensions: (1) the need for theoretical grounding and action research; (2) the importance of promoting equality and inclusiveness, balancing digital and non-digital communication; and (3) the importance of addressing capacity, infrastructure, institutionalization and policy in an integrated manner. The book also shows how theoretical contributions inform rural practice and demonstrates how RCS is grounded in and informed by theory. In addition, it highlights key areas for research, capacity development and policy support to operationalize RCS. In a nutshell, it deepens our understanding of how RCS can be inclusive and drive collaborative change.

The Global Action Plan of the United Nations Decade of Family Farming 2019–2028 (UNDFF) recognizes the need to promote rural communication services (RCS) to advance sustainable food systems. RCS comprise demand-led communication processes, media applications and institutional arrangements to respond to the needs of family farmers and rural populations in a sustained and inclusive manner. This report presents a comprehensive summary of the virtual UNDFF Forum on Inclusive Rural Communication Services for Family Farming, which took place on 11 July 2022. Organized by FAO’s Communication for Development (ComDev) team, in collaboration with specialized communication entities, the forum marked the global culmination of an extensive consultative process. The report captures the key outcomes, insights, and strategic recommendations from these global and regional processes, offering guidance for promoting and advancing RCS for family farmers.

Community-based adaptation (CBA) to climate change is based on local priorities, needs, knowledge and capacities. Early CBA initiatives were generally implemented by non-government organisations (NGOs), and operated primarily at the local level. Many used ‘bottom-up’ participatory processes to identify the climate change problem and appropriate responses. Small localised stand-alone initiatives are insufficient to address the scale of challenges climate change will bring, however. The causes of vulnerability - such as market or service access, or good governance - also often operate beyond the project level. Larger organisations and national governments have therefore started to implement broader CBA programmes, which provide opportunities to scale up responses and integrate CBA into higher levels of policy and planning. This book shows that it is possible for CBA to remain centred on local priorities, but not necessarily limited to work implemented at the local level. Some chapters address the issue of mainstreaming CBA into government policy and planning processes or into city or sectoral level plans (e.g. on agriculture). Others look at how gender and children’s issues should be mainstreamed into adaptation planning itself, and others describe how tools can be applied, and finance delivered for effective mainstreaming. This book was published as a special issue of Climate and Development.

Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.
