Baltimore, like many other cities around the globe, is redesigning local government policy and programs in order to become a more sustainable city. Sustainability, as a concept guiding public action, encourages city officials to integrate policy and programs addressing the economic, environmental, and social health of the community. City governments, including Baltimore, have adopted plans to integrate this new priority into local policy and program management. Reorienting city policy and programs to address an emergent concern like sustainability requires collaboration between city government and various actors and organizations in the community. Collaborative Strategies for Sustainable Cities examines how cities define sustainability and form policy implementation networks to integrate sustainability into city programs. Using the city of Baltimore to describe and analyze the involvement of the participants in local sustainability efforts in rich detail, Eric S. Zeemering argues that when we think about the sustainable city, the city government is not the best unit of analysis for our investigations or policy planning. Instead, policy networks within cities carve out slices of a sustainability agenda, define sustainability in their own ways, and form implementation networks with city government officials, neighborhood and community organizations, funders, and state and federal agencies in order to achieve specific goals. When cities begin to integrate sustainability into policies and programs, surveying and understanding competing definitions of sustainability within the community may be central to their success. The book’s rich array of data, including qualitative data from elite interviews and public documents, Q-methodology and social network analysis will make for an engaging read to scholars of political science or public affairs as well as the interested citizen or policy advocate.

We face two global threats: the climate crisis and a crisis of democracy. Located at the crux of these crises, sustainable cities build on the foundations and resources of democracy to make our increasingly urban world more resilient and just. Sustainable Cities in American Democracy focuses on this effort as it emerged and developed over the past decades in the institutional field of sustainable cities—a vital response to environmental degradation and climate change that is shaped by civic and democratic action. Carmen Sirianni shows how various kinds of civic associations and grassroots mobilizing figure in this story, especially as they began to explicitly link conservation to the future of our democracy and then develop sustainable cities as a democratic project. These organizations are national, local, or multitiered, from the League of Women Voters to the Natural Resources Defense Council to bicycle and watershed associations. Some challenge city government agencies contentiously, while others seek collaboration; many do both at some point. Sirianni uses a range of analytic approaches—from scholarly disciplines, policy design, urban governance, social movements, democratic theory, public administration, and planning—to understand how such diverse civic and professional associations have come to be both an ecology of organizations and a systemic and coherent project. The institutional field of sustainable cities has emerged with some core democratic norms and civic practices but also with many tensions and trade-offs that must be crafted and revised strategically in the face of new opportunities and persistent shortfalls. As the study of environmental policy and justice becomes increasingly significant in today’s global climate, standard statistical approaches to gathering data have become less helpful at generating new insights and possibilities. None of the conventional frameworks easily allow for the empirical modeling of the interactions of all the actors involved, or for the emergence of outcomes unintended by the actors. The existing frameworks account for the "what," but not for the "why." Heather E. Campbell, Yushim Kim, and Adam Eckerd bring an innovative perspective to environmental justice research. Their approach adjusts the narrower questions often asked in the study of environmental justice, expanding to broader investigations of how and why environmental inequities occur. Using agent-based modeling (ABM), they study the interactions and interdependencies among different agents such as firms, residents, and government institutions. Through simulation, the authors test underlying assumptions in environmental justice and discover ways to modify existing theories to better explain why environmental injustice occurs. Furthermore, they use ABM to generate empirically testable hypotheses, which they employ to check if their simulated findings are supported in the real world using real data. The pioneering research on environmental justice in this text will have effects on the field of environmental policy as a whole. For social science and policy researchers, this book explores how to employ new and experimental methods of inquiry on challenging social problems, and for the field of environmental justice, the authors demonstrate how ABM helps illuminate the complex social and policy interactions that lead to both environmental justice and injustice.
