The dis-integration of the Soviet Union has led to changes in agricultural and natural resource management in the Central Asian successor states. This is a literature review on land use and integrated land use management systems in Uzbekistan. This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. The complex of ecological problems in Central Asia, especially in Uzbekistan, is linked to rapid ongoing demographic and economic processes. However, geographical location has its own peculiarity. Aridity of the climate in Uzbekistan makes water resources as main limiting factor for sustainable economic development (Chub et al., 1998; RECCA, 2011). Annual precipitation, ranging from 80-200 mm in plain to 300-400 mm in foothills and 600-800 mm in mountain rangelands (Chub, 2007), is considerably lower than the evaporation demand of atmosphere (FAO IPTRID et al., 2004). Thus, agriculture, accounting about 90% withdrawal of total available water resources in Uzbekistan, is impossible without irrigation (Qadir et al., 2009). Moreover, agricultural production is highly vulnerable to climate change (Lioubimtseva & Henebry, 2009). High fluctuation of precipitation and temperature increase may influence land use in irrigated lands, create difficulties in water management at regional and local scales, and increase competition of scarce water resources among water users in various sectors.

Small-scale irrigation is expanding rapidly in parts of the world, especially sub-Saharan Africa, offering smallholder farmers an opportunity to improve their livelihoods, diets, and resilience to climate change among other benefits. Growing research focuses on the potential for small-scale irrigation to offer a pathway for women’s empowerment, yet the factors conditioning the relationship between small-scale irrigation and women’s empowerment are not well understood. The evidence tends to be scattered across context-specific case studies that focus on targeted outcomes, without distinguishing between technology types, scales, or approaches to irrigation systems or technologies. This paper synthesizes the issues related to gender and small-scale irrigation using a conceptual framework that highlights the linkages between elements of women’s empowerment and small-scale irrigation. Because gendered dynamics with small-scale irrigation play out differently depending on the scale of irrigation and the technologies used, this paper applies the framework to examine case studies across a typology of small-scale irrigation systems. The case studies cover a range of farming and livelihood systems in which women’s roles and gender relations vary, highlighting the importance of the opportunity structure or context in which irrigation takes place. This paper then draws lessons on the various ways in which small-scale irrigation, gender relations, and women’s empowerment interact and highlights areas where research gaps remain.
