This book on ‘Secondary Agriculture’ discusses the goal of doubling farmers’ incomes. The term ‘secondary’ has a bearing on climate change adaptation and its mitigation, small farm viability and profitability, food security, nutrition, sustainable utilization of natural resources, and optimal usage of produce from primary agriculture and farm incomes. Promoting secondary agriculture has implications on attaining sustainable development goals, which aim to connect primary, secondary and tertiary sectors by using slack/idle factors of production, such as land and labour, contributing to primary agriculture production, capturing ‘value’ in primary agricultural activities, and generating additional income at the enterprise level. In context to same, the chapters of this book have been designed to promote secondary agriculture through low-cost skills and technology applications in agriculture and by upscaling knowledge via integrating primary, secondary and tertiary sectors of agriculture. The motivation behind this book is to address the challenges of biotic and abiotic stresses facing the farming community; to increase farmers income through low-cost skills and technology applications in agriculture; to upscale knowledge by integrating primary, secondary and tertiary sectors of agriculture. The food processing sector in India is still in a nascent stage with only 8 per cent of the produce being processed as against 80-98 per cent in case of high-income countries (Government of India, 2008, 2010). The food processing sector is now receiving the boost with the annual growth of 13.2 per cent in registered food processing units during 2004-10 (Government of India, 2011). Against this backdrop, there is a strong need to strategically handle the situation in order to facilitate a self-sustainable and long-run growth of the sector, which is felt possible by focusing on Secondary Agriculture. Though not a panacea for all ailments of the primary sector, but it can definitely drive the growth.

Credit cooperatives in India make up one of the largest rural financial systems in the world. Playing a vital role in dispensing credit in largely agricultural areas, they are also the weakest link in the formal credit delivery system. This book provides a valuable case study of the traditional banking system in this developing economy, exploring the reasons for the poor performance of credit cooperatives in India and suggesting measures to revitalise them. Although this sector has grown along with the micro-credit sector to provide finance for the poor and the less creditworthy borrowers, financing development still remains a major problem in the developing world. However, the financial health of credit cooperatives in India has been a matter of perennial concern. The author argues that cooperatives hold great promise for financial inclusion if the financial position of the cooperatives can be consolidated. The weak property rights regime governing the world's marine resources as well as the wide-spread large scale subsidization of the fisheries industry has led to serious depletion of global fish stocks. Against this backdrop, taking cognizance of developing country goals and concerns, the Fourth Ministerial Conference of the WTO held in Doha in 2001 mandated that negotiations over fisheries subsidies, formerly subject to the disciplines of the Agreement on Subsidies and Countervailing Measures, be completed by 2005. In view of this development, a country like India with its vast and versatile fisheries resources has to take stock of the state of its fisheries sector, and develop a strategic response to the global debate on fisheries subsidies. This book aims to initiate that process. It begins by providing an overview of the current state of subsidization of the fisheries sector, both domestic and international, under various alternate definitions of fisheries subsidies. It then focuses on the domestic scenario, highlighting the Indian experience with fisheries subsidies and property rights regimes across both inland and marine sectors via the case method, and investigates the necessity and sufficiency of subsidies vis-à-vis an appropriate property rights framework in developing the domestic fisheries sector and resource base in a sustainable manner. Attention is then turned to the international scenario, with a review of selected international case studies which can inform domestic subsidy and property rights issues. This is followed by an analysis of the country submissions of the various major fishing nations in order to identify India's natural allies and competitors in international negotiations. The concluding chapter brings the pieces together. It first outlines a program of reforms to rectify the deficiencies in the existing domestic property rights and fisheries subsidy regimes, on the basis of intensive interactions with all sectoral stakeholders. Subsequently, it suggests negotiating strategies for India in forthcoming WTO meetings. An epilogue sums up recent developments and issues.

Wetlands throughout the world, including those described in this book are among the most sensitive and vulnerable ecosystems.
