The pandemic led to Colombia’s largest recession on record, but the economy bounced back strongly in 2021. This paper discusses key findings of the detailed assessment of compliance of the Basel Core Principles for Effective Banking Supervision for El Salvador. The Salvadoran financial system is comparable with its regional peers in terms of size. The financial system has weathered the global financial crisis reasonably well. Reflecting a flight out of riskier assets and a number of recapitalization rounds, capital adequacy levels slightly increased and currently averages nearly 17 percent. Nonperforming loans amount to 3.8 percent of total loans, up from about 2 percent before the crisis. The Salvadoran authorities are also in the process of overhauling the supervisory landscape.

There has been little change in the institutional framework for macroprudential policy oversight since the last FSAP. Macroprudential policy for the banking sector is a shared competency of the Financial Superintendency of Colombia (SFC), the Banco de la República (BR), and the Ministry of Finance (MHCP), although the SFC and the MHCP play dominant roles. The Financial Sector Coordination and Monitoring Committee (CCSSF), which consists of the three institutions and the Financial Institutions Guarantee Fund (Fogafin), is the main platform for information sharing and cooperation, but it does not have a macroprudential mandate or any formal powers. The SFC supervises asset managers and insurance companies, but there is no formal macroprudential oversight framework for those types of financial institutions.

Over the long term, the BR should continue deepening the understanding of the channels and interaction between financial stability and monetary policy.

This paper assesses the stability of the Spanish financial system as a whole. Spain’s banking system has been steadily progressing since the last Financial System Assessment Program. The authorities have made a significant reform effort. Together with the economic recovery, and support by the European Central Bank’s accommodative policies, the banking system has strengthened its solvency and advanced in reducing nonperforming loans. It is critical to keep the reform process moving and to build on the advances made during 2012–16. Completing the restructuring of bank balance sheets is a priority. Enhanced monitoring and supervisory attention to interest rate and liquidity risks are also merited.

This report summarizes the findings of the Financial Sector Assessment Program (FSAP) Update for Spain. Although there is a core of strong banks that are well managed and appear resilient to further shocks, vulnerabilities remain. Substantial progress has been made in reforming the former savings banks, and the most vulnerable institutions have either been resolved or are being restructured. Recent measures address the most problematic part of banks’ portfolios. Moving ahead, a further restructuring and recapitalization of some of the remaining weaker banks may be needed as a result of deteriorating economic conditions.
