Esta investigación contiene una disertación jurídica rigurosa acerca de cuáles son el contenido, el alcance y los límites de la participación de la fuerza pública colombiana en las operaciones del mantenimiento de la paz, bajo el mandato de la Organización de Naciones Unidas (ONU). Teniendo de presente que la política en defensa y seguridad 2015-2018 plantea entre sus objetivos estratégicos fortalecer la cooperación internacional del sector defensa, como desarrollo de la política exterior del país, se suscribió el acuerdo marco entre las Naciones Unidas y el Gobierno de la República de Colombia, relativo a las contribuciones al sistema de Acuerdos de Fuerzas de Reserva de las Naciones Unidas para las operaciones del mantenimiento de la paz. Par esto, el trabajo analiza las contribuciones de personal y equipo colombiano que propone el acuerdo marco, los costos económicos que debe tener en cuenta el Gobierno al momento de realizar un despliegue efectivo, los arreglos posteriores de implementación, y si Colombia cuenta con la capacidad de participar a mayor escala en las operaciones del mantenimiento de la paz, sin descuidar el cumplimiento de sus demás objetivos estratégicos y las políticas de seguridad y defensa nacional internas. Lo anterior, analizando el momento coyuntural que atraviesa Colombia.

The Just War tradition provides a set of criteria which political leaders and soldiers use to defend and rationalize war. This book explores the evolution of thinking about just wars and examines its role in shaping contemporary judgements about the use of force, from grand strategic issues of whether states have a right to pre-emptive self-defence, to the minutiae of targeting. Bellamy maps the evolution of the Just War tradition, demonstrating how it arose from a myriad of sub-traditions, including scholasticism, the holy war tradition, chivalry, natural law, positive law, Erasmus and Kant's reformism, and realism from Machiavelli to Morgenthau. "Este livro tem vários méritos, mas ressaltaria pelo menos dois. Em primeiro lugar, o acerto metodológico na escolha dos dois estudos de caso. Colômbia e Brasil, dois países sul-americanos com os maiores efetivos de Forças Armadas (FFAA) e os maiores gastos em armamentos, em números absolutos, além de várias outras dimensões, como o papel das Forças Armadas de ambos os países na vida política nacional. Por outro lado, eles diferem de forma acentuada nas respectivas trajetórias históricas de ambas as instituições de defesa e diplomática. É essa diferença de trajetória que explica a distinção entre os dois no modo de articulação entre suas respectivas políticas externa e de defesa. E aí reside o segundo principal mérito da análise da autora: demonstrar como essas diferentes trajetórias institucionais impactaram na forma como se deu em ambos os casos a articulação entre os dois campos. No caso da trajetória brasileira, a separação entre a política diplomática e a política de defesa foi atenuada com a democratização, a criação de um Ministério de Defesa e, mais que tudo, o exercício de um novo papel das FFAA em funções externas, nas missões de paz da ONU. O resultado foi o compromisso mútuo entre as duas políticas. No caso colombiano, porém, o Ministério das Relações Exteriores permaneceu pouco prestigiado em sua atuação e o desvio de função das FFAA legitimou-se na defesa nacional com a ocorrência de uma verdadeira guerra civil. As últimas fortaleceram-se institucionalmente exercendo de fato atividades de política externa, em detrimento da organização diplomática."

"John Paul Lederach's work in the field of conciliation and mediation is internationally recognized. He has provided consultation, training and direct mediation in a range of situations from the Miskito/Sandinista conflict in Nicaragua to Somalia, Northern Ireland, Tajikistan, and the Philippines. His influential 1997 book Building Peace has become a classic in the discipline.
