Excerpt from The Colonial Tariff Policy of France The Division of Economics and History of the Carnegie Endowment for International Peace is organized to 'promote a thorough and scientific investigation of the causes and results of war'. In accordance with this purpose a conference of eminent statesmen, publicists, and economists was held in Berne, Switzerland, in August 1911, at which a plan of investigation was formed and an extensive list of topics was prepared. The programme of that Conference is presented in detail in an Appendix. It will be seen that an elaborate series of investigations has been undertaken, and the resulting reports may in due time be expected in printed form. Of works so prepared some will aim to reveal direct and indirect consequences of warfare, and thus to furnish a basis for a judgement as to the reasonableness of the resort to it. If the evils are in reality larger and the benefits smaller than in the common view they appear to be, such studies should furnish convincing evidence of this fact and afford a basis for an enlightened policy whenever there is danger of international conflicts. Studies in the causes of warfare will reveal, in particular, those economic influences which in time of peace bring about clashing interests and mutual suspicion and hostility. They will, it is believed, show what policies, as adopted by different nations, will reduce the conflicts of interest, inure to the common benefit, and afford a basis for international confidence and good-will. They will further serve to reveal the natural economic influences which of themselves bring about more and more harmonious relations and tend to substitute general benefits for the mutual injuries that follow unintelligent self-seeking. The climate of Morocco is very healthy and agreable, not so dry as in the other parts of Berbery: temperate on the coast and more uniform in going farther south. On the Atlantic coast, winter is never cold (minima 6 to 8 centigrades above 0 ) and summer never very hot (maxima 26 to 30 ). The interior plains (Rharb, Sebou valley, Chaouia, the regions of Fez and Marrakech) are warmer than the average in summer, and in the mountain regions where snow-falls are not uncommon, it is decidedly colder in winter. On the whole the year is divided in two seasons, the rainy season, which corresponds to winter and last from november to april, and the dry season from may to october. The climate of Morocco is in all cases suitable to European people who can remain all the year round in the country without any inconvinience to health. The ports of the Protectorate, principally Casablanca, are connected with Marseilles and Bordeaux by two French navigation companies using fast steamers of the first class. Paquet Company gives a fast service between Marseilles et Casablanca (with call at Tangiers), leaving Marseilles the first and the 16th of each month and making the voyage in about 70 hours. Frontenac was a man of noble birth whose life had been spent in court and camp. The story of his family, so far as it is known, is a story of attendance upon the royal house of France. His father and uncles had been playmates of the young Dauphin, after wards Louis XIII. The thoughts familiar to Frontenac in his youth remained with him through life; and, when he went to rule at Quebec, the very spirit that dominated the court at Versailles crossed the sea with him. A man is known by the things he loves. The things which Frontenac most highly cherished were marks of royal favor, the ceremony due to his own rank, the right to command. He was an egoist, supremely interested in himself. He was poor, but at his country seat in France, near Blois, he kept open house in the style of a great noble.
