Urban history is a rapidly expanding interdisciplinary field of research. The rate of urban growth in the twentieth century has also stimulated interest in the city as an object of socio-historical inquiry. Some historical studies on individual Indian cities like Bombay, Calcutta, Cawnpore, Delhi, Bangalore, Ahmedabad, Surat and Madras have primarily explored the growth of urban centres by tracing their histories under colonial rule. This study offers a macro picture of the urban process under British administration, giving an understanding of how colonial capitalism shaped and imposed urban patterns in India. In the late nineteenth and early twentieth centuries, Bombay was beset by crises such as famine and plague. Yet, rather than halting the flow of capital, these crises served to secure it. In colonial Bombay, capitalists and governors, Indian and British alike, used moments of crisis to justify interventions that delimited the city as a distinct object and progressively excluded laborers and migrants from it. Town planners, financiers, and property developers joined forces to secure the city as a space for commerce and encoded shelter types as legitimate or illegitimate. By the early twentieth century, the slum emerged as a particularly useful category of stigmatization that would animate city-making projects in subsequent decades. Sheetal Chhabria locates the origins of Bombay’s now infamous “slum problem” in the broader histories of colonialism and capitalism. She not only challenges assumptions about colonial urbanization and cities in the global south, but also provides a new analytical approach to urban history. Making the Modern Slum shows how the wellbeing of the city–rather than of its people–became an increasingly urgent goal of government, positioning agrarian distress, famished migrants, and the laboring poor as threats to be contained or excluded.

The Study focuses on the social and, more especially, the cultural processes governing colonial urban development and develops a theory and methodology to do this. The author demonstrates how the physical and spatial arrangements characterizing urban development are unique products of a particular society, to be understood only in terms of its values, behaviour and institutions and the distribution of social and political power within it. Nowhere is this more apparent than in 'colonial cities' of Asia and Africa where the environmental assumptions of a dominant, industrializing Western power were introduced to largely 'pre-industrial' societies. Anthony King draws his material primarily from these areas, and includes a case study of the development of colonial Delhi from the early nineteenth century to 1947. Yet, as the author explains, the problems of how cultural social and political factors influence the nature of environments and how these in turn affect social processes and behaviour, are of global significance. This book was first published in 1976.

by ROBERT ROSS and GERARD J. TELKAMP I In a sense, cities were superfluous to the purposes of colonists. The Europeans who founded empires outside their own continent were primarily concerned with extracting those products which they could not acquire within Europe. These goods were largely agricultural, and grown most often in a climate not found within Europe. Even when, as in India before 1800, the major exports were manufactures, in general they were still made in the countryside rather than in the great cities. It was only on rare occasion when great mineral wealth was discovered that giant metropolises grew up around the site of extraction. Since their location was deter mined by geology, not economics, they might be in the most inaccessible and in convenient areas, but they too would draw labour off from the agricultural pursuits of the colony as a whole. From the point of view of the colonists, the cities were therefore in some respects necessary evils, as they were parasites on the rural producers, competing with the colonists in the process of surplus extraction. Nevertheless, the colonists could not do without cities. The requirements of colonisation demanded many unequivocally urban functions. Pre-eminent among these was of course the need for a port, to allow the export of colonial wares and the import of goods from Europe, or from other parts of the non-European world, in the country-trade as it was known around India.
