Os Comentários têm como finalidade precípua o estudo da Lei Complementar n° 204, de 30 de junho de 2022, denominada Lei Orgânica da Polícia Civil do Estado do Rio de Janeiro, que cuida da estrutura organizacional, das competências dos seus órgãos, bem como das atribuições, deveres, direitos e prerrogativas dos seus servidores. Logo, o escopo deste trabalho consiste em tornar conhecido, de modo didático e instrumental, o texto da LC n° 204/22, atualizado até a recente edição da LC no 211, de 18 de outubro de 2023, por meio de interpretação sistemática, em que todos os seus artigos serão analisados de per si, de forma clara e objetiva, cotejados com as disposições constitucionais, legais e regulamentares que com eles se relacionem, as quais poderão aqui ser integralmente acessadas via QR CODE. Sabedores, finalmente, que diversas disposições da novel Lei Orgânica carecem de regulamentação, os autores realizaram uma abordagem acerca dessas lacunas normativas, a exemplo da imperiosa modificação da Lei Estadual n° 3.586/2001, relativamente ao Quadro Permanente da Polícia Civil. Nesse sentido, esta obra servirá como um norte também para aqueles que anseiam por essas mudanças, assim como para as autoridades empenhadas nesse mister.
