Recent studies confirm that the Army officer corps holds widely varying views of the quality of leadership and composition of command climates. Every commander today seeks a healthy, positive command climate and a cohesive unit. Command climate is a state or resulting condition existing from shared feelings and perceptions among soldiers about their unit, about their leaders, and about their unit's programs and policies. This condition is created by the commander's vision and leadership style. The key to a positive command climate is the credibility of the commander, established through trust, communications, loyalty, and confidence. Tools to build a consistently supportive climate are available to the Army--from history and from social sciences. Besides modifications in leader selection, the long-term development and formulation of a systematic approach to climate building provides another means for improving dramatically combat readiness. The cost is really not high. A philosophy of command (or leadership) widely articulated and for addressing key organizational issues offers an effective management tool creating the positive aspects of a command climate. This study will provide a review of the concept of command climate and its linkage to command philosophy; discuss the relationship of command climate and 'organizational leadership;' outline a model based on what can be learned from practice, and finally, draw some conclusions extracted from the research. The study will also provide some recommendations. Lastly, the study will provide future leaders with some insights on how to shape their organizational climates. Positive, healthy command climates help make combat- ready units.

In recent years command philosophy development has received increased attention by its inclusion in battalion and brigade pre-command courses. Likewise, the Army War College has reintroduced command philosophy development to its advanced course curriculum with the objective of having each student develop his/her own personal philosophy of command. A literature review revealed that little has been written on command philosophy at the senior level (brigade and higher). As a result of an analysis of views by some senior Army commanders and a literature examination, this development by addressing what an effective philosophy should contain, to whom it should be addressed and the functions it should serve.

This study compares the differences and similarities between the U.S. Army's Mission Command philosophy and the decentralized "Starfish" philosophy as applied to a decentralized combat environment. The Attack on the Ranch House battle that took place in Afghanistan provides a prime example of the execution of Mission Command within a U.S. unit, but not necessarily with its Coalition partners. This case study suggests that the U.S. Army's understanding of Mission Command philosophy along with the principles of the "Starfish" can help bridge that gap between the U.S. and its Coalition partners, especially in a decentralized environment. Not bridging the gap may adversely affect the future of military success against future decentralized threats. The U.S. Army provided an alternative to the hierarchical transactional leadership style to better adapt in new environments through the use of Mission Command. Likewise, private businesses have utilized the "Starfish" decentralized model to overcome challenges in new environments. Each provides an excellent example of leaders attempting to adapt to changing environments. This paper will explore the potentials of a blending of the two philosophies by addressing the following questions using a selected case study from Afghanistan. This research is composed of five chapters: (1) Introduction, (2) Literature Review, (3) Research Methodology, (4) Analysis, (5) Conclusions and Recommendations. Chapter 1 sets the conditions, significance, and relevance of the study, and formalizes the hypothesis and research questions that aim to validate or invalidate the study. Chapter 2's Literature Review discusses the historical relevance of Mission Command by discussing Auftragstaktik, the Mission Command Philosophy, the "Starfish" philosophy as described by Ori Brafman, and a historical background on the case study. In addition, this section provides some new terms key principles to the "Starfish" philosophy. The Research Methodology in chapter 3 argues the importance of the Case Study chosen to illustrate the hypothesis and thesis of this paper. In addition, this section defines the Case Study Methodology and provides an overview and a detailed explanation of the six questions asked about Mission Command and the five questions asked on the "Starfish" theory. Chapter 4 provides analysis of the case study and includes an in depth application of the principles of the two separate philosophies seeking illumination for the secondary questions using the case study. Finally, the conclusion in chapter 5 provides conclusions to the analysis, and recommendations. Further, it recommends future research. The Army's 38th Chief of Staff, General Raymond T. Odierno deemed mission command as important and necessary in order for the Army to succeed in the future. This research looked at the Army's command philosophy of mission command and analyzed the current doctrine that outlines how leaders should instill mission command within their organizations. In doing so, this research examined the Army's plans and processes for implementing mission command through the lens of a well-respected scholarly model of organizational change. The reason for scrutinizing the mission command implementation plans against a well-respected scholarly model of change was to determine if there were processes that could improve the Army's current implementation plans. The main research question was: Can the Army improve their plans for inculcating mission command throughout the total force by using Kotter's Eight-Stage Process of Creating Major Change? The secondary research questions were: Why mission command? What is the Army's plan to inculcate mission command? How does the Army's plan for implementing mission command compare when assessed against the processes of Kotter's Eight-Stage Process?
