This handbook provides an understanding of the processes and procedures being employed by joint force commanders and their staffs to plan and execute assessment activities. It provides fundamental principles, techniques, and considerations related to assessment that are being employed in the field and are evolving toward incorporation in joint doctrine. Furthermore, this handbook supplements doctrinal publications by providing detailed guidance to conduct effects assessment, task assessment, and deficiency analysis. Commanders, assisted by their staffs and subordinate commanders, along with interagency and multinational partners and other stakeholders, will continuously assess the operational environment and the progress of the operation toward the desired end state in the time frame desired. Based on their assessment, commanders direct adjustments, thus ensuring the operation remains focused on accomplishing the mission. Assessment is applicable across the range of military operations. It offers perspective and insight, and provides the opportunity for self-correction, adaptation, and thoughtful results-oriented learning. Assessment is a key component of the commander's decision cycle, helping to determine the results of tactical actions in the context of overall mission objectives and providing potential recommendations for the refinement of future plans. Assessments provide the commander with the current state of the operational environment, the progress of the campaign or operation, and recommendations to account for discrepancies between the actual and predicted progress. Commanders then compare the assessment against their vision and intent and adjust operations to ensure objectives are met and the military end state is achieved. First, assessment must determine "where we are." The assessment process must examine the data received and determine, in relation to the desired effects, the current status of the operation and the operational environment. This is the most basic and fundamental question that assessment must answer. The second fundamental issue that assessment must address is "so what and why" (i.e., what does the data mean and what is its significance)? To answer this question, the assessment team will examine the measure of effectiveness indicators, both individually and in relation to each other. Finally, and perhaps most importantly, assessment must begin to address the "what's next?" Assessment must combine the analysis of the "where we are" and the "so what" and develop thoughtful, logical guidance for the command's planning efforts. Assessments are interrelated and interdependent. Although each level of assessment may have a specific focus and a unique battle rhythm, together they form a hierarchical structure in which the conduct of one level of assessment is crucial to the success of the next. Theater strategic and operational-level assessment efforts concentrate on broader tasks, effects, objectives, and progress toward the end state, while tactical-level assessment primarily focuses on task accomplishment. This handbook provides users with a pre-doctrinal reference describing how to conduct assessment execution and planning. Its primary purpose is to improve the US military's assessment process through educating the user on basics, best practices, and processes. This handbook was developed based on observations at combatant commands as well as joint task force staffs. It was developed in close coordination with, and used significant input from, both civilian and military subject matter experts. Assessment is a collaborative effort between the joint force, interagency and multinational partners, and other stakeholders. As such, this handbook addresses the necessity for an inclusive assessment process and effort at every level. It also presents some assessment resources developed by other stakeholders and currently in use throughout the world.

As the Joint Staff J-7 continues to interact with the combatant commands and Services, we recognize that there is very little "how to" doctrinal guidance on planning and executing assessments. Consequently, we have developed this pre-doctrinal handbook to help joint force commanders and their staffs understand the scope and importance of assessment and provide information and guidance on its process; best practices; planning, and execution. This handbook was written to provide needed detail to military planners and is based on extensive lessons learned and best practices gained throughout the joint environment. Assessment is a key component of joint operation planning as described in keystone documents in the joint publication series, and outlines the basic process for conducting assessment. However, these joint publications contain considerable top-level discussion of assessment and lack the level of detail needed by staffs tasked to conduct assessment. This handbook describes detailed procedures that can be used to measure progress in achieving desired results. This handbook is descriptive, not prescriptive. It is offered as a practical method for assessing the planning and execution of joint operations. Joint force commander's around the world routinely conduct assessment as a part of their day-to-day battle rhythms, and numerous headquarters have used the procedures described in this handbook during exercises and operations. We hope this handbook stimulates the joint community's thinking about how to address assessments. We encourage you to use the information in this handbook and provide feedback to help us capture value-added ideas for incorporation in emerging joint doctrine, training, and professional military education.

This handbook provides pre-doctrinal guidance on the planning, execution, and assessment of joint integrated persistent surveillance (JIPS) by a joint task force (JTF) and its components. Significant prior work has been done in support of persistent intelligence, surveillance, and reconnaissance (ISR) and much of the information in this handbook was gleaned from that data. However, the scope of this handbook pertains to the subset of persistent surveillance: the processes which contribute to creating a persistent surveillance strategy and those required for executing persistent surveillance missions. The document serves as a bridge between current best practices in the field and incorporation of value-added ideas in joint doctrine. This handbook draws on current doctrine, useful results from relevant studies and experimentation, and recognized best practices. It presents some challenges of persistent surveillance to include capability gaps and some potential solutions to these shortfalls, especially in the areas of planning and preparation, managing requirements and tasking, visualization and tracking, and assessment of persistent surveillance missions. It also offers some considerations for the future development of JIPS-related joint doctrine, training, materiel (logistics), leadership education, personnel, facility planning, and policy (DOTMLPF-P). This handbook is based on joint lessons and Service learned data; joint, multinational, and Service doctrine and procedures; training and education material from CAPSTONE, KEYSTONE, and PINNACLE senior executive education programs; joint and Service exercise observations, facilitated after-action reviews and commander's summary reports; related joint concepts; experimentation results; joint exercises and trip reports; joint publication assessment reports; research from advanced concept/joint capability technology development projects and capability development documentation for acquisition programs, and DOTMLPF-P change recommendations. This handbook also includes the results of a two-year analysis and experimentation effort conducted by Joint Doctrine Support Division and Solution Evaluation Division, with participation by all the Services. The JIPS project was driven by the following military problem statement: "The JFC requires adequate capability to rapidly integrate and focus national to tactical collection assets to achieve the persistent surveillance of a designated geographic area or a specific mission set." The genesis/mandate was that five of the top 40 FY 09-10 priority warfighter challenges (WFCs) require persistent surveillance solutions (WFCs 2, 4, 13, 20, 30) as reported by USPACOM, USCENTCOM, and the Marine Corps Combat Development Command. Experimentation included a stakeholder conference; baseline assessment; a constructive simulation effort; a "human-in-the-loop" experiment; and a multi-Service, coalition, live-fly environment experiment that simulated operations in Afghanistan (EMPIRE CHALLENGE 2010). Development of the JIPS handbook is tied to the four major outcomes from experimentation and reflects concepts of operations developed for the proposed DOTMLPF-P change recommendation submission.

This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command.This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. As U.S. Joint Forces Command continues to interact with the combatant commands and Services, we recognize that there is no universal agreement on the best way to plan and execute a strategic communication and related activities strategy. Additionally, there is very little doctrinal guidance, consequently we have updated this pre-doctrinal handbook to help joint force commanders and their staffs understand alternative perspectives, techniques, procedures, "best practices," and organizational options. Strategic communication must be at the heart of U.S. Government efforts to inform and influence key audiences in support of U.S. national interests, policies, and objectives. We seek to achieve this influence by understanding and engaging them with coordinated programs, plans, themes, messages, images, and products synchronized with the actions of all instruments of national power. The U.S. military plays an instrumental supporting role in strategic communication, primarily through information operations, public affairs, visual information, and defense support to public diplomacy. Strategic communication considerations should be associated with every military operation across the entire range of military operations from routine, recurring military activities in peacetime through major operations. Every commander should develop a coordinated and synchronized communication strategy and provide guidance for the support and execution of a coherent effort. Effectively synchronized strategic communication has the potential to achieve national, theater-strategic and operational-level objectives in a manner that could lessen the requirement for combat in many operations. This is especially the case in circumstances where the focus of operations is on gaining and maintaining support of the relevant population, such as in counterinsurgency and other operations associated with irregular warfare. This handbook is a pre-doctrinal non-authoritative document that provides information on how JTF and component headquarters might plan for and provide capabilities to tactical units, principally battalion level and below, when they are employed widely dispersed and outside of mutually supporting range of other ground units. Although focused on ground units, there are significant implications for the air and naval components of the joint force as well. The document serves as a bridge between experimentation and current best practices and the potential incorporation of value-added ideas in joint doctrine, education, and training. This handbook is the result of study, concept development, experimentation, and analysis that began in 2005 when the Marine Corps released a white paper entitled A Concept for Distributed Operations. This concept was intended "...to promote discussion and to generate ideas for specific combat development initiatives" in the context of "...the irregular challenges of Small Wars." It focused on enabling small units to function with greater operational initiative and independence. In response to the concept, the Marine Corps Combat Development Command initiated a number of activities, including limited objective experiments conducted by the Marine Corps Warfighting Laboratory. USJFCOM began a study of joint distributed operations (JDO) based on three "warfighter challenges" (Forcible Entry and Distributed Operations, Lift, and Mobility and Sustainment), which the Marine Corps submitted to USJFCOM J9 in 2009 and 2010 in conjunction with USJFCOM's annual Joint Concept Development and Experimentation Campaign Plan. As part of the USJFCOM JDO project, J9 developed an informal Concept for Joint Distributed Operations in November 2009. This concept and previous Marine Corps efforts informed a USJFCOM-led campaign of experimentation conducted in 2009 and 2010 intended to identify capabilities that could contribute to the successful execution of operations by widely dispersed organizations. This handbook identifies various issues and considerations for conducting these operations based on insights from ongoing operations and experimentation results. USJFCOM's Joint Operating Environment (JOE) provides the future environmental context within which to examine these issues and considerations. The JOE states that "The nature of the human condition will guarantee that uncertainty, ambiguity, and surprise will dominate the course of events." It continues with a conclusion that surprise will be inevitable even as joint forces prepare for a wide range of military operations, and that commanders at all levels will face complex, dynamic, and unpredictable situations for which established concepts and doctrine can provide only a solid foundation as a point of departure. This handbook is based on Service and joint lessons learned data; joint, multi-national, and Service doctrine and procedures; training and education material from CAPSTONE, KEYSTONE, and PINNACLE senior executive education programs; joint and Service exercise observations, facilitated after-action reviews and commander's summary reports; related joint concepts and experimentation results; joint exercises and trip reports; and joint publication assessment reports. The handbook also includes the results of a two-year analysis and experimentation effort requested by the United States Marine Corps (USMC) and conducted by USJFCOM, with participation by all the Services and many international partners. The experimentation campaign encompassed an analytical wargame, three constructive simulation efforts, a "human-in-the-loop experiment," and focused seminar sessions with retired senior commanders and currently serving officers with recent operational experience. The experimentation effort focused on stressing potential joint solutions in a distinctly different operational environment.

This handbook, "Commander's Handbook for Attack the Network," is designed to assist joint task force commanders and staffs in planning, organizing, conducting, and assessing attack the network (AtN) activities in support of military operations. It describes the fundamental actions, analytical methodology (i.e., AtN framework) that forms the basis for identifying and exploiting threat network vulnerabilities, AtN roles and responsibilities of the joint task force staff, and contributions of civil organizations in the planning, execution and assessment of AtN activities. As the post Cold War political environment demonstrates, the United States and its partners continue to face an uncertain and unstable world. This inherent uncertainty and instability means the American military must be prepared to face the continuing potential challenges of large-scale combat and smaller scale contingency operations. While the most important mission of the American military has been to fight and win the nation's wars, the ability of US forces to deter conflict has risen to equal footing. The ability to deter adversaries depends on the capability and effectiveness of US forces to act across the range of military operations. Deterrence also depends on the adversaries' belief that the United States will use its military power in defense of its national interests. Consequently, the US military roles and missions will continue to be: protection of the homeland; maintenance of the global commons; deterrence of adversaries; reassuring partners and allies; and when necessary, fighting and winning. The increasing globalization of trade, finance, and human travel in the commercial world has facilitated the rise of these transnational threats. Criminal and terrorist networks are intermingling to construct their own "shadow globalization," micro markets, and trade and financial networks that has enabled them to coordinate nefarious activities on a global scale. The ubiquity and ease of access to these markets outside of legal structures attract shadow financing from a much larger pool, irrespective of geography. In these markets, rates of innovation in tactics, capabilities, and information sharing has accelerated and enabled virtual organizational structures that quickly coalesce, plan, attack, and dissolve. As they grow, these markets will allow adversaries to generate attacks at a higher rate and sophistication beyond law enforcement's capability to interdict. The line between insurgency and organized criminal activities likely will continue to blur. The convergence is already seen in the connections between the Colombian FARC and cocaine trafficking, Nigerian Movement for the Emancipation of the Niger Delta (MEND) and stolen oil, and the Taliban and opium production. This means that funding for violent conflicts will interplay and abet the growth of global gray and black markets. In this era of failed states, destabilized elements, and high end asymmetric threats; the military must be prepared to adapt rapidly to each specific threat across the range of military operations. Successful operations will require military forces to work closely with, provide support to, and receive support from civil United States Government agencies and US Allies. This is not a fight the military can win alone, but only through the application of all the instruments of national power. Identifying and defining specific threats will become increasingly difficult, but is absolutely necessary if the US and its partner nations aim to counter the threats those organizations pose to local and regional stability.
