On this point it may be sufficient to refer to his remarks on the authority which some ministers of the gospel appear to have exercised over others, as a specimen of his unshaken determination to adhere to the sacred records, and of his utter indifference to any use that might be made of such statements by those whose views of church-government differed from his own. Nowhere is his sterling honesty more conspicuous.

Paul's letters to Timothy and Titus have sometimes been labelled his 'Pastoral Epistles'. Scholars have assigned them to a later period in Paul's ministry, when churches he founded were more settled in structure, perhaps after release from his first imprisonment in Rome and during a second (which may be true). Others postulate a later pseudonymous writer, claiming to be Paul (which may not be true). The fact is that all Paul's letters are 'pastoral' in content, full of paternal care and concern for his converts and their fellowships. What really distinguishes these is that they are addressed to individuals rather than churches. So it seems more appropriate to classify them as his 'Personal' correspondence. We can therefore expect them to reveal more of his personal relationship with his and their reactions to his delegated responsibilities, giving helpers their unique interest and relevance. It also enables us to include the brief note to Philemon, whose importance in the New Testament tends to be overlooked.

There are three letters of Paul that we generally speak of as Pastoral Epistles: 1 and 2 Timothy, and Titus. They are so-called because they were written to servants of Christ who, in a very special sense, had the care of God's people in different places. These two young men had been converted through the instrumentality of the apostle Paul and had gone out to preach the Word in association with him. From time to time he left one or the other to help in various newly formed churches in order that the young converts might be established in the truth. Both of these young men had shepherds' hearts and delighted to care for the sheep and lambs of Christ's flock. In these three letters Paul writes to them regarding certain things which, as pastors, or shepherds of the flock, they needed to keep in mind. Of course, these letters are not only for those who have special gifts along these lines, but they also contain instruction for all God's people.
