Overview of Space Technology It has been over 50 years since the rst satellite was sent into orbit, and the impact of space technology can be felt in many aspects in our day to day life. In addition to the convenience of knowing exactly where we are on the planet via GPS satellites; or deciding what to pack for a trip based on forecasts from weather satellites; watching CNNinaremotevillageviabroadcasting satellites;therearenowsomecrucialen- ronmental uses of Space technologies in the areas of natural resources management and environmental monitoring. Remotely sensed data reveals an unparallel view of the Earth for systems that require synoptic or periodic observations such as inv- tory control, surveying, agriculture, business, mineralogy, hydrography, geology, land mass cover, land utilization and environment monitoring. The advancement of remote sensing has made remote sensed data more affordable and available to merge with a variety of data sources to create mash-ups. The amalgamation of these data sources into disciplines such as agriculture, urban planning, web applications, cartography, geodetic reference systems, and global navigation satellite systems, are an important advancement of space applications and space science. Space Technology and Millennium Development Goals (MDGs) The MDGs are a set of time-bound, measurable goals and targets that are global as well as country-speci c for combating poverty, hunger, diseases, illiteracy, envir- mental degradation and discrimination against women.

At the time of ?nalising this second volume of the ?Yearbook on Space Policy? which covers the period mid-2007 to mid-2008, Europe is as visible and strong in the area of space activities as never before. Its space probes are present on the Moon, around Mars, and on Saturn?s Moon Titan, and are chasing asteroids and comets; Ariane V is the most successful commercial launch vehicle; and more and more European space applications satellites are in operation. Finally, with the successful launch of the Columbus Orbital Facility (COF) – the most prominent highlight of this period which is also depicted on the cover of this Yearbook – and the ?rst Automated Transfer Vehicle (ATV), Europe has become a decisive player in human space?ight. This is accompanied by new policy initiatives on the ministerial level which have been bringing the European Space Agency and the European Union steadily closer. Europe?s outstanding development and positioning in the space ?eld is based not only on Europe?s successful engineering and scienti?c capabilities and capacities, but also on the forceful political determination of all European actors to maintain and even further their engagement in the use of outer space. And it is this political determination which provides the focus for this ?Yearbook on Space Policy?. The Yearbook describes and analyses the contexts and contents of space policy. Its primary ?eld of investigation is Europe, but it also covers the whole range of global space activities and their in?uence on European endeavours.

This book introduces readers to the topical area of CSI: critical space infrastructure, which is defined as an emerging domain of systems-of-systems encompassing hardware, workforce, environment, facilities, business and organizational entities. Further, it includes unmanned air systems, satellites, rockets, space probes, and orbital stations, and involves multi-directional interactions essential for maintenance of vital societal functions (i.e., health, safety, economic and social well-being), the loss or disruption of which would have significant impact on virtually any nation. The topics covered include the main elements of CSI, CSI taxonomy, effects of CSI on other infrastructure systems, establishing quantitative and qualitative parameters, global and national effects of CSI failure, cascading disruptive phenomena, chilling effects in various fields, CSI protection, deliberate threats to space systems (e.g., electromagnetic pulse attacks), space governance, and a path forward for CSI research. Modern society is highly dependent on the continuous operation of critical infrastructure systems for the supply of crucial goods and services including, among others, the power supply, drinking water supply, and transportation systems; yet space systems – which are critical enablers for several commercial, scientific and military applications – are rarely discussed. This book addresses this gap.

The Senate Subcommittee on Science, Technology, and Space held a hearing in Billings, Montana, on rural America's access to the National Information Infrastructure (NII) and uses of NII in the provision of rural education and services. An Assistant Secretary of Commerce discussed the development of the Internet, problems in rural access to the Internet and other information technologies, a federal grant program that helps rural communities to gain such access, and the effects of deregulation on rural access. A researcher outlined the potential impact of technology on rural schools, including opportunities for new distance learning models, for new models of student learning, and for improving teacher development. A health services administrator described the Eastern Montana Telemedicine Network, which delivers specialist physician consultation through video conferencing, delivers mental health consultative services, offers continuing medical and higher education programming to rural communities, and provides community outreach and telebusiness opportunities to geographically isolated communities. The computer systems and telecommunications director at Salish Kootenai College discussed the problems of providing telecommunications technology to tribal colleges on American Indian reservations and related problems involving rural telephone cooperatives, inadequate telephone service, and obsolete laws governing the delivery of utility services. Representatives of communications companies discussed the potential role of NII in promoting rural development and delivering rural services, and the need for continued Congressional action to support telecommunications competition.
