As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

`Cyberspace' is the emerging invisible, intangible world of electronic information and processes stored at multiple interconnected sites. The digital revolution leads to `convergence' (of telecommunications, computer/Internet and broadcasting) and to dynamic multimedia value chains. Deregulation and competition are major driving forces in the new interactive electronic environment. This volume contains normative proposals for `cyber'-regulation, including self-regulation, grounded on developments in the EU, US and the Far East, in international organisations (WTO, OECD, WIPO, ITU), in business fora, in NGOs, in the `Internet community' and in academic research. The multi-actor (government, business, civil society) and multi-level analysis (subsidiarity) pertains e.g. to ex-ante and ex-post access-regulation, competition, network economics (external effects, essential facilities), public interest principles (human dignity, free speech, privacy, security), development and culture, consumer protection, cryptography, domain names and copyright. The U.S. Army, as well as the other services, is moving in the direction of greater use of commercial technology and standards. The principal motivation for this change is the desire to reduce costs. However, increased interoperability is another potential benefit. This report evaluates commercial wireless communications technology, including components and subsystems, physical layer standards (waveforms and signal processing), protocol standards, and products and services. The author attempts to assess the suitability of these commercial technologies for Army tactical applications and to suggest the appropriate mix of commercial, military-unique, and military variants of commercial systems for use on the digital battlefield. The author recommends specific Army research and development areas where progress is needed in order to address voids between military requirements and currently available and emerging technology.
