On the 8th of August 2017, ASEAN will celebrate the 50th anniversary of its founding. ASEAN is of great importance to Singapore, the region and the world. In 1967, the Association of Southeast Asian Nations, or ASEAN in short, was founded by five countries in Southeast Asia which had just gained independence from their former colonial masters, united by a determination for the region to live in peace and stability. Singapore was one of the five founding members of ASEAN, together with Indonesia, Malaysia, Philippines and Thailand. The grouping was joined later by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and finally, Cambodia (1999). ASEAN is today a very successful inter-governmental organization which promotes peace, stability, economic development and regional integration. This volume brings together 46 essays written by Singaporeans who have played a part in the partnership between ASEAN and Singapore. The reader will be able to glean an insight into the workings of ASEAN and Singapore's contributions to ASEAN through the lens of diplomats, academics, civil society leaders and officials. This book provides practice-oriented insights into the agency of two previously underestimated actors in Southeast Asian regionalism: the ASEAN Secretariat and ASEAN’s dialogue partners. In doing so, it offers an inside view of the policy-making processes in the ASEAN Political-Security and the ASEAN Economic Community, analyzing the interplay and agency by both actors in agenda setting, formulation, decision making, implementation, and monitoring. Drawing on a trove of novel data, including never-before analyzed sources and numerous interviews with ASEAN insiders, the book showcases a number of concrete cases of policy making, including competition and counterterrorism policies. The chapters focusing on the ASEAN Secretariat address aspects related to institutional autonomy, capacity, and reforms within the bureaucracy. In the chapters on ASEAN‘s dialogue partners, the book provides insights into the bilateral management of institutional support programs, as well as the impacts of support on ASEAN‘s policy-making processes.

The contributors engage in a comprehensive exploration of what is arguably the most dynamic and important region in the world. Significantly, this volume addresses the multiple manifestations of regionalism in Asia and is consequently organised thematically under the headings of: conceptualizing the region economic issues political issues strategic issues regional organizations As such, the Handbook presents some of the key elements of the competing interpretations of this important and highly contested topic, giving the reader a chance to evaluate not just where Asian regionalism is going but also how the scholarship on Asian regionalism is analysing these trends and events. This book will be an indispensable resource for students and scholars of Asian politics, international relations and regionalism.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.
