This report presents the recommendations and findings from a study of the feasibility of establishing a program for collecting and reporting commodity flow information for the Montana Department of Transportation (MDT). Historically, the MDT has had a strong interest in ensuring that there is a good data base from which to determine Montana freight transportation needs. This has resulted in the collection and reporting of freight related information as part of statewide planning, rail planning, special studies, and in an ongoing traffic monitoring program by MDT. MDT managers and a sample of freight transportation providers were interviewed to identify MDT commodity flow data requirements. The focus of the study is on commodity flow information and not freight or goods movement information. The interview results provide perspective on data requirements at each level of the organization. The interview findings, and the evaluation of MDT ongoing goods movement related planning, indicate that MDT commodity flow data requirements are largely met, and that the principal unmet requirements are for a better baseline of information on current and future goods movement. It is not recommended that MDT proceed with conducting a commodity flow data collection and study, as the information collected would have only a narrow use in the department.

The main result of the paper is conditions under which, for two nonnegative integers a and b, there exists a two commodity flow, where the flow of the first commodity is of size a and the second flow of size b. If such numbers are realizable as flow values, then an algorithm is indicated for finding the actual paths in the network. (Author).

The purpose of this article is to survey the current literature on multicommodity network flows. The study of multicommodity flows is concerned with generalizing the results which are known for single commodity flows in networks. These results fall into three broad categories: optimization, computation and structure. The optimization category includes the question of maximizing flow or minimizing cost in a network. The computation question involves finding algorithms for efficiently computing flows. And the structural results relate the flows to structural properties of the network (e.g., the Max-flow Min-cut Theorem). Because of the added complexity of having many commodities, the results for multicommodity flows sometimes require methods different from those used for analogous single commodity results. As in the one-commodity case, the question of finding a maximal multicommodity flow can be stated as a linear programming problem. In general for n-commodity flow there is the question of feasibility. That is, not only do we wish to know how much flow can be achieved, but more specifically how much of each kind of commodity. This research studies stochastic multi-commodity network flows which require specified demands to be satisfied at sink nodes. Link capacities fail with exponential rates and are returned to the network after being repaired after an exponentially distributed repair time. Systems under study are continuous time Markov chains. To our knowledge, sensitivity analysis of network flow solutions in terms of link capacities or demands, in deterministic or stochastic networks, has not been addressed in the network flow literature. We define sensitivity in terms of link criticality, and then utilize sensitivity information to estimate expected network availability in the long-run. The proposed methodology is simulation-based and combines deterministic network modeling with stochastic analysis. A linear programming problem that identifies feasible flows in a deterministic multi-commodity network with fixed capacities is formulated. This model is used within a simulation procedure to estimate the average network availability. Numerical examples illustrate the efficiency of the proposed methodologies for hot-spare and cold-spare networks. In the cold-spare network, the proposed methodology finds the route with minimum probability of failure anytime an event occurs. To increase the probability of system availability between any consecutive events, an improved model is suggested that finds a route that avoids critical links as much as possible. The research provides a methodology for investment analysis on link capacities. A criticality metric is proposed that identifies which link causes the majority of network failures. Adding one unit of capacity to this link is expected to have the largest increase in average network availability in the long-run.
