All development is ultimately about change, and this requires communication interventions. Communication must be framed in an integral "two-way" process that involves stakeholders, accounts for their perspectives, and understands their socio-political context. This two-way process constitutes a new communication approach, providing a better understanding of the development context, tailoring development initiatives during design and implementation, and contributing to more sustainable results. This paper presents the methodology used by the Development Communication Division (DevComm) fo the World Bank's External Affairs Vice-Presidency and its clients to improve development outcomes based on a Communication-based Assessment (CBA) approach.

Drawing from academic and policy research as well as from case studies, it highlights good practices and identifies lessons learned through an examination of success and failures. This book recommends principles of strategic communication and offers a methodology for researching and analyzing the communication issues associated with privatization and private sector participation. It includes an operational approach to design and implementation of public communication programs for the various forms of privatization and public-private initiatives. This publication is the eighth in a series of Working Papers sponsored by the Development Communication Division (DevComm) of the World Bank's External Affairs Vice-Presidency. This series is designed to share innovations and lessons learned in the application of strategic communication in development projects. Together with other donors, NGOs, and private sector partners, DevComm seeks to mainstream the discipline of development communication in development practice.

Although necessary and often first rate, technocratic solutions alone have been ineffective in delivering real change or lasting results in governance reforms. This is primarily because reform programs are delivered no in controlled environments, but under complex, diverse, sociopolitical and economic conditions. Real-world conditions. In political societies, ownership of reform programs by the entire country cannot be assumed, public opinion will not necessarily be benign, and coalitions of support may be scare or nonexistent, even when intended reforms really will benefit those who need them most. While the development community has the technical tools to address governance challenges, experience shows that technical solutions are often insufficient. Difficulties arise when attempts are made to apply what are often excellent technical solutions. Human beings--either acting alone or in groups small and large--are not as amenable as are pure numbers, and they cannot be ignored. In the real world, reforms will not succeed, and they will certainly not be sustained, without the correct alignment of citizens, stakeholders, and voice. 'Governance Reform under Real-World Conditions: Citizens, Stakeholders, and Voice' is a contribution to efforts to improve governance systems around the world, particularly in developing countries. The contributors, who are academics and development practitioners, provide a range of theoretical frameworks and innovative approaches and techniques for dealing with the most important nontechnical or adaptive challenges that impede the success and sustainability of reform efforts. The editors and contributors hope that this book will be a useful guider for governments, think tanks, civil society organizations, and development agencies working to improve the ways in which governance reforms are implemented around the world.

In its March 2002 review of the Safeguards Assessments (SA) policy, the Executive Board of the IMF indicated that an independent panel should be involved in the next review of the SA policy in early 2005. To meet this requirement, a panel of four deputy central bank governors from different regions was convened (see Attachment I). The panel was asked to determine whether safeguards assessments have been successful in meeting their stated objectives, and what, if any, improvements could be made to the safeguards policy and process going forward. The panel’s terms of reference are included as Attachment II.
