This code of practice relates to the powers and duties conferred or imposed under Chapter 2 of Part 1 of the Regulation of Investigatory Powers Act 2000 relating to the acquisition of communications data by public authorities and its disclosure by communications service providers (ie postal or telecommunications services). It provides guidance on the procedures to be followed for the acquisition of communications data and describes communications data. It sets out rules for the grant of authorisations to acquire data , the giving of notes to require disclosure of data and the keeping of records, including records of errors. The code is aimed at members of public authorities who are invoved in the acquisition of communications data whether as an applicant, a single point of contact, a designated person or a senior responsible officer and to communication service providers' staff involved in the lawful disclosure of communications data.

There are less moving barriers between different countries, more common worldwide laws, less barriers in monetary transaction and fewer geographic distances. However, very often companies fail in acquisition, foreign direct investments and cross-border partnerships because their global strategies are not proper enough, or the execution is more complex as expected. This paper deals with BenQ`s failure of acquiring of Siemens mobile devices. During the acquisition, parties face different challenges like market, technology and how to allocate budget, but in this case the biggest challenge was cultural interchange. This report analyzes cultural differences of both countries in which these companies are located based on Hofstede`s cultural dimensions. This particular acquisition is an appropriate example of why some intercultural mergers don’t work because of big differences in national, organizational and professional culture.

Pursuant to a congressional request, GAO reviewed the: (1) Army's dual-source acquisition strategy for the Single Channel Ground and Airborne Radio System (SINCGARS); and (2) potential impact of emerging technologies on SINCGARS quantity requirements. GAO found that: (1) the Army plans to award a sole-source contract to prevent a break in production while another contractor completes its current contract; (2) limiting procurement of radios under the sole-source contract could provide the Army with the opportunity to later competitively buy more of the best radios at the lowest possible price; (3) the Army believes that the dual-source acquisition strategy still remains valid, because SINCGARS quantity requirements exceeded the manufacturing capabilities of one contractor, relying on one contractor for completion of SINCGARS would delay the short-term requirement, and SINCGARS start-up costs had already been spent; (4) the reduction of the threat in Europe resulted in a reduction in the size of SINCGARS war reserves, and reductions in the Army's quantity requirements for active forces and the continued easing of East-West tensions may lead to further reductions; (5) since the potential for cost savings from dual sourcing declines as quantities decrease, the Army may wish to reevaluate its dual-source acquisition strategy for SINCGARS; and (6) the Army believes that advances in communications and electronics technology in fiscal year 1990 could require the development of a new combat net radio.
