This book offers insights into the building of trust in Muslim communities through community engagement in a climate of counter-terrorism. Police engagement with Muslim communities is complex with a history of distrust. This book first attempts to understand the role and implications of uncertainty on community engagement in Muslim communities, and then explores the cultural nuances associated with the demonstration of trustworthiness, and decisions to bestow trust. It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. The lessons learned seek to enhance the existing body of literature regarding strategies and resources to improve counter-terrorism community engagement with Muslim communities. This book will be of much interest to students of counter-terrorism, preventing violent extremism, deradicalization, and security studies.

Academic studies of ‘terrorism’ grew exponentially in number after the September 11 attacks. The problem was that much of this work of ‘orthodox’ terrorism studies was biased, often shoddily researched and was too closely identified with the power centres of Western states. Its denizens were often former and sometimes current officials or officers in the military, intelligence services or the security industry or were funded by them. In response the project of Critical Terrorism Studies was intended to give a more rounded account of political violence in the world. It focuses on neglected issues like state terrorism, Western counterinsurgency, propaganda and misinformation. More than a decade since the founding of the critical project, this book asks what has been learned. It showcases leading examples of critical terrorism studies and presents an agenda for the expansion of an evidence-based approach to political violence and terrorism. This timely and important work takes a critical look at the shifting role of police, who are becoming increasingly responsible for handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study specifically focused on the Israel National Police, the authors of this work have examined the effects of this shifting role on a number of key areas of policing concern, namely: police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force.
