On 15th February 2003, two million people marched in the streets of London to call on the British government not to go to war with Iraq. Though Britain did enter war, the movement did not rest in defeat. This book tells the story of what happened behind the scenes of this extraordinary mass movement, looking specifically at the political relationship between Muslim and leftist activists. Crisis narratives about Muslims assume that they are only engaged with sectarian communalist forms of identity politics or that their supposed religious and social conservatism is incompatible with progressive values. Through telling this story, Massoumi looks closely at the role of identity politics within social movements, considering what this means in practice and whether we can meaningfully speak of identity politics. This book explores the links between education policy and occurrences of civil disorder and domestic terrorism in England and France. Since 2001, both England and France have experienced outbreaks of rioting in which young people of immigrant origin have been implicated: both have also been the targets of domestic terror attacks perpetrated by their own citizens. Both countries have had similar experiences of immigration since the end of the Second World War, but they are considered to have taken divergent approaches to immigrant integration and education. While Britain has tended towards a multicultural race relations approach, France veers towards a Republican assimilationist approach. Through the analysis of policy discourse and documents, the authors seek to establish whether these distinct approaches to immigrant integration and education policy have been maintained or whether they are converging. This book will appeal to students and scholars of education policy as well as immigration and integration in both France and England.

The first major qualitative study of “countering violent extremism” in key U.S. cities Suspect Communities is a powerful reassessment of the U.S. government’s “countering violent extremism” (CVE) program that has arisen in major cities across the United States since 2011. Drawing on an interpretive qualitative study, it examines how the concept behind CVEaimed at combating homegrown terrorism by engaging Muslim community members, teachers, and religious leaders in monitoring and reporting on young peoplehas been operationalized through the everyday work of CVE actors, from high-level national security workers to local community members, with significant penalties for the communities themselves. Nicole Nguyen argues that studying CVE provides insight into how the drive to bring liberal reforms to contemporary security regimes through “community-driven” and “ideologically ecumenical” programming has in fact further institutionalized anti-Muslim racism in the United States. She forcefully contends that the U.S. security state has designed CVE to legitimize and shore up support for the very institutions that historically have criminalized, demonized, and dehumanized communities of color, while appearing to learn from and attenuate past practices of coercive policing, racial profiling, and political exclusion. By undertaking this analysis, Suspect Communities offers a vital window into the inner workings of the U.S. security state and the devastating impact of CVE on local communities.

Aggravated poverty and insecurity, the loss of livelihoods, the breakdown of trust and hope - these are some of the consequences of the war on terror. These points were reiterated in a series of workshops organised by INTRAC in 2006-07, and run by southern and northern civil society groups in five regions of the world. More than 200 participants from some 40 countries were involved. While international terrorism remains a threat for countries across the world, for low-income urban populations it is the acts of everyday violence - including exposure to hunger, poor sanitation, illness, disease, crime and civil conflict - which explain why the overriding concern remains the persistence of poverty. The manifold ways in which counter-terrorism measures have undermined ordinary peoples' livelihoods were the main subject of debates at workshops as far apart as Bishkek and Beirut. This book draws together the discussion and debates from all of the workshops. It highlights the drastic pressures being placed upon civil society, primarily in the name of northern security concerns. A veritable industry has been created and is being used mainly to oppress and silence dissent. This does not augur well for either democracy or development.

Young people from these communities have come of age in a time when the question of political engagement is both urgent and fraught. In The 9/11 Generation, Sunaina Marr Maira uses extensive ethnography to understand the meaning of political subjecthood and mobilization for Arab, South Asian, and Afghan American youth. Maira explores how young people from communities targeted in the War on Terror engage with the “political,” forging coalitions based on new racial and ethnic categories, even while they are under constant scrutiny and surveillance, and organizing around notions of civil rights and human rights. The 9/11 Generation explores the possibilities and pitfalls of rights-based organizing at a moment when the vocabulary of rights and democracy has been used to justify imperial interventions, such as the U.S. wars in Iraq and Afghanistan. Maira further reconsiders political solidarity in cross-racial and interfaith alliances at a time when U.S. nationalism is understood as not just multicultural but also post-racial. Throughout, she weaves stories of post-9/11 youth activism through key debates about neoliberal democracy, the “radicalization” of Muslim youth, gender, and humanitarianism.
