This book explores the forces reconfiguring local resource governance in Indonesia since 1998, drawing together original field research undertaken in a decade of dramatic political change. Case studies from across Indonesia’s diverse cultural and ecological landscapes focus on the most significant resource sectors – agriculture, fisheries, forestry, mining and tourism –providing a rare in-depth view of the dynamics shaping social and environmental outcomes in these varied contexts. This open access book is one in a series of four volumes introducing peatland conservation and restoration in Indonesia. It focuses on local governance, in particular on regional and local perspectives in Riau, the most peat-destructed province of Indonesia. The book fills a vital gap in the existing literature that overlooks social science and humanities perspectives. Written by authors from different disciplines and backgrounds (including scholars and NGO activists), the approaches to the topic are various and unique, including analysis of GPS logs, social media, geospatial assessments, online interviews (conducted due to the Covid-19 pandemic), and more conventional questionnaires and surveys of community members. The chapters cover an interdisciplinary understanding of peatland destruction and broadly offer insights into environmental governance. Which levels of government hold powers over forests and land use in Indonesia? Which powers and responsibilities are centralized, and which are decentralized? What role can citizens play? This report reviews the statutory distribution of powers and responsibilities across levels and sectors. It outlines the legal mandates held by national, regional and local governments with regard to land and forests, including titling, forest concessions, oil and minerals investments, oil palm plantations, conservation, land use planning, and more. The review considers national legislation as of 2014 and incorporates important reforms in early 2015. After a short introduction, the second section describes the decentralization process, including mechanisms for public participation. The third section outlines sources of revenue available to different government levels from forest fees and payments for environmental services. The fourth section details the specific distribution of powers and arenas of responsibility related to multiple land use sectors across levels and among offices within levels, and the fifth and final section refers specifically to adat law. Until 1998 Indonesia was ruled by an authoritarian regime under which natural resources were exploited excessively so that resources governance was not appropriate anymore dealing with sustainability issue. Throughout the contemporary reform process with the decentralization of power via local and regional autonomy, natural resources are no longer dominated by direct state power only, but also managed by more actors at various levels of society. To employ the concepts of political ecology, new institutionalism, livelihood strategy and social sustainability, the research showed that spatial production of Upland Bromo have always been dominated by state actors in order to establish the control over land and people. In the other hand, the contemporary environmental changes, socially and physically, coincidentally lessen the availability and productivity of the resources, which in turn has affected the local people's livelihoods, leading to the increasing struggle for resources. As a result, three kinds of new local resources governance, namely multi institutional relationship, bilateral institutional relationship and personal relationship based resources governance are formed. In association with the sustainability issue, these new local resources governance was not really sustainable signalling by negative value in indicators analysed; ability to develop sustainability, bridge the sustainability, and maintenance sustainability. This research gives clear explanation that transformation of regime from authoritarian to democratic in developing countries do not always has significance impact in promoting sustainable resources governance.

This book offers a comprehensive examination of spatial and environmental governance in contemporary Bali. In the era of decentralisation, Bali's eight district governments and one municipality acquired a strong sense of authority to extract revenues from within their territorial borders while disregarding the impacts beyond them which has exacerbated environmental, cultural and institutional issues. These issues are addressed through reorganising space. In reality, however, such re-organisation has predominantly been in order to provide space for tourism investments and market expansion. The outcomes of reorganising space are in fact shaped by the dynamics of power that interface with increasingly complex legal and institutional structures. These complex structures provide more arenas for vested interests to manoeuvre, but at the same time provide different forms of legitimacy for local forces to challenge the dominant process. The book demonstrates the mechanisms through which social actors mobilise legal-institutional arrangements to advance their interests.
