The book is divided into four main areas: Firstly, an initial explanation of the conceptual framework of the book is given. The third section discusses case studies from seven countries, and finally the policy implications of this study are assessed.

This book focuses on the financing of formal primary and secondary education in developing nations. The study does not consider the areas of pre-primary, post-secondary, or nonformal education. Financing includes not only monetary inputs to education, but also material, labor, expertise, and land. The study examines the volume, nature, and mechanics of community financing in a range of settings. Policy issues facing governments and those who work with them are presented. Instruments for incentives, guidance, and control of community activities are considered. Specific strategies from different countries are presented and evaluated, along with the importance of monitoring and evaluation. The paper concludes by summarizing the lessons in the context of debate about centralization and decentralization. Sections of the book include: (1) "Communities and Their Characteristics"; (2) "Scale, Motivation, and Nature of Community Financing"; (3) "Mechanics of Community Financing"; (4) "Policy Issues Confronting Governments"; (5) "Government Incentives, Guidance, and Controls"; (6) "Challenges and Risks"; (7) "Monitoring and Evaluation"; and (8) Conclusion. This collaborative report focuses on nine countries in East Asia: Cambodia, China, Indonesia, Lao People's Democratic Republic, Mongolia, Myanmar, the Philippines, Thailand, and Vietnam. While acknowledging that these countries share some common features, the report also highlights each country's particular characteristics and the implications of certain policies within specific cultural contexts. The discussion is chiefly concerned with formal education at the primary and secondary levels, but also includes out-of-school supplementary tutoring, which in some societies is a major expenditure. While cash financing of education gains much of the attention, the study also recognizes demands for materials and labor and that the full costs of education include the opportunity costs of foregone earnings. The work is based on existing literature on the countries, questions sent to UNICEF officers responsible for education projects in the nine countries, information available in the World Bank on the countries, and the author's personal experience in the region. Chapters include: (1) "Issues"; (2) "Profiles of Nine East Asian Countries"; (3) "Policy Implications"; and (4) "Conclusion." The volume concludes with 27 tables of country data, notes, and contains 135 references. (EH)

The combination of economic depression and population growth has placed increasing strain on education systems in less developed countries. This has forced governments to search for new ways to finance education systems, and many have developed keen interest in mechanisms of community financing. This resource book highlights strategies for community management and financing. It is written in a style which is easy to follow, and it contains many examples and illustrations. As well as commenting on successful practices, it discusses problems to be avoided. The book is mainly intended for four groups of people: national government policymakers; districtlevel government officers; leaders in churches and other nongovernment organisations who wish to establish or expand schools with government support; and community leaders with similar objectives at the local level.

"It is by far the best study that I know of on community colleges. It comes at a critical time in the history of these institutions. It is carefully reasoned, beautifully written, and sound in its conclusions."—Howard R. Bowen; Professor of Economics and Education, Claremont Graduate School "...and excellent piece of work....Its quality is high and the book is significant. Its significance stems from the fact that it deals with an area of higher education not yet explored by other writings."—Earl F. Cheit; Dean, Schools of Business Administration; University of California, Berkeley "...a great job of describing and clarifying the issues....The book should become 'required reading' for our field...a very fine piece of work that will be a valuable tool for educators, students, and policy-makers."—Roger Yarrington; Vice President, Research and Development, American Association of Community and Junior Colleges "...a thorough job of compiling the pertinent data; of identifying key questions; and of focusing upon central, rather than tangential, issues....Leaders and policy-makers in community colleges and in governmental positions will undoubtedly find the work an invaluable resource."—Bill J. Priest; Chancellor Emeritus, Dallas County Community College District
