Keeping in view the role of the police in a modern society, the respect for the rule of law and the trust of the community as a critical resource, more and more police organizations around the world have embraced Community Policing with the objective of making the police sensitive to the needs of the community. The police are perhaps the most visible representation of government. They are charged with what has been characterized as an "impossible" mandate -- control and prevent crime, keep the peace, provide public services -- and do so within the constraints of democratic principles. The police are trusted to use deadly force when it is called for and are allowed access to our homes in cases of emergency. In fact, police departments are one of the few government agencies that can be mobilized by a simple phone call, 24 hours a day, 7 days a week. They are ubiquitous within our society, but their actions are often not well understood.

Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

Community policing has been a buzzword in Anglo-American policing for the last two decades, somewhat vague in its definition but generally considered to be a good thing. In the UK the notion of community policing conveys a consensual policing style, offering an alternative to past public order and crimefighting styles. In the US community policing represents the dominant ideology of policing as reflected in a myriad of urban schemes and funding practices, the new orthodoxy in North American policing policy-making, strategies and tactic. But it has also become a massive export to non-western societies where it has been adopted in many countries, in the face of scant evidence of its appropriateness in very different contexts and surroundings. critical analysis of concept of community policing worldwide assesses evidence for its effectiveness, especially in the USA and UK highlights often inappropriate export of community policing models to failed and transitional societies.

Evidence-based policing is based on the straightforward, but powerful, idea that crime prevention and crime control policy should be based on what works best in promoting public safety, as determined by the best available scientific evidence. Bringing together leading academics and practitioners, this book explores a wide range of case studies from around the world that best exemplify the integration of scientific evidence in contemporary policing processes. Chapters explore the transfer of scientific knowledge to the practice community, the role of officers in conducting police-led science, connection of work between police researchers and practitioners, and how evidence-based policing can be incorporated in daily police functions. The Globalization of Evidence-Based Policing is written for both researchers and practitioners interested in ensuring that scientific research is at center stage in policing. Agencies (including law enforcement agencies, research centers, and institutions of higher learning) can look to these case studies as road maps to better foster an evidence-based approach to crime prevention and crime control. Those already committed to evidence-based policing can look to these chapters to ensure that evidence-based policing is firmly institutionalized within their agencies. Accessible and compelling, this book is essential reading for all those interested in learning more about and doing more to bring about evidence-based policing.
