This book presents key lessons from community-based risk-reduction practices in Japan, a country that is often hit by disasters and that also has shown strong resilience in coping with those disasters. Japan has a strong governance system for disaster risk reduction. However, the Kobe earthquake of 1995 showed the importance of community involvement in disaster response as well as recovery. With several examples from different parts of Japan, the book elaborates on the importance of community-based risk reduction and the innovations required for sustaining some of the community approaches. Education is regarded as a cross-cutting issue for disaster risk reduction (DRR) through reviewing the Sendai Framework for DRR (SFDRR) 2015–2030. Mainstreaming Disaster Risk Reduction (DRR) in the education sector is one of the important efforts to enhance resilience in a community. DRR in the education sector not only focuses on provision of disaster education, but also includes securing a safe school environment, developing school disaster management plans, and building the capacity of school teachers and local educational officers. Japan, with its wealth of experience in DRR, has developed a good resilient system in its education sector, which has been tested and revised through experiences of past disasters. Education for Sustainable Development (ESD) and Disaster Risk Reduction Education (DRRE) have overlapping areas of concern focusing on strengthening the link to local communities. In reality, there is significant synergy in ESD and disaster risk reduction (DRR). Both concepts urge looking at the communities, both focus on behavior changes and both call for linking knowledge to action. The Decade of Education for Sustainable Development (DESD) ends in 2014 and the Hyogo Framework for Action (HFA) ends in 2015. Therefore, at this junction, it is important to review the progress made over the past 10 years and to suggest future synergy options. This book is the first attempt to review these two emerging fields and to provide input to the future direction of education. The book has 11 chapters, drawing lessons mainly from Japan and discussing their implications for the world. This volume examines lessons learned in reducing the impact of disasters on communities in China, Japan and other countries world-wide. Asia is the most disaster-prone continent. The 2012 data on natural disasters in 28 Asian countries, released by the United Nations Office for Disaster Risk Reduction and the Belgian-based Centre for Research on the Epidemiology of Disasters on December 11th, 2012 showed that, from 1950 to 2011, nine out of ten people affected by disasters globally were in Asia; that of the top five disasters that created the most damage in 2012, three were in China; that China led the list of most disasters in 2012; and, that China was the only “multi-hazard”-prone country. Similarly, the March 2011 Tohoku earthquake was the greatest known earthquake ever to have hit Japan and one of the five strongest ever recorded earthquakes in the world since 1900. Subsequently, the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts Boston organized a conference in November 2012 to survey the best practices in post-disaster rebuilding efforts in China and Japan. This edited book consists of selected papers from the proceedings of that event and previously invited contributions from leading scholars in post-disaster rebuilding in China, Japan and Namibia.

Civil society organizations (CSOs) have played important roles over the years in the disaster field. While not all natural disasters can be avoided, their impact on a population can be mitigated through effective planning and preparedness. These are the lessons to be learned from Japan's own megadisaster: the Great East Japan Earthquake of 2011, the fi rst disaster ever recorded that included an earthquake, a tsunami, a nuclear power plant accident, a power supply failure, and a large-scale disruption of supply chains. It is a sad fact that poor communities are often hardest hit and take the longest to recover from disaster.
