Natural resource governance is central to the outcomes of biodiversity conservation efforts and to patterns of economic development, particularly in resource-dependent rural communities. The institutional arrangements that define natural resource governance are outcomes of political processes, whereby numerous groups with often-divergent interests negotiate for access to and control over resources. These political processes determine the outcomes of resource governance reform efforts, such as widespread attempts to decentralize or devolve greater tenure over land and resources to local communities. This volume examines the political dynamics of natural resource governance processes through a range of comparative case studies across east and southern Africa. These cases include both local and national settings, and examine issues such as land rights, tourism development, wildlife conservation, participatory forest management, and the impacts of climate change, and are drawn from both academics and field practitioners working across the region. How can the international conservation movement protect biological diversity, while at the same time safeguarding the rights and fulfilling the needs of people, particularly the poor? Contested Nature argues that to be successful in the long-term, social justice and biological conservation must go hand in hand. The protection of nature is a complex social enterprise, and much more a process of politics, and of human organization, than ecology. Although this political complexity is recognized by practitioners, it rarely enters into the problem analyses that inform conservation policy. Structured around conceptual chapters and supporting case studies that examine the politics of conservation in specific contexts, the book shows that pursuing social justice enhances biodiversity conservation rather than diminishing it, and that the fate of local peoples and that of conservation are completely intertwined.

The year 2013 marked the 100th anniversary of the 1913 Land Act in South Africa which legalised the violent dispossession and alienation of the African majority from the land. It is common cause that the alienation of land for conservation purposes, introduced to Africa under colonial rule, has continued more or less uninterrupted until today. However, while nature conservation practices inevitably raise challenging questions relating to land and land use, there has thus far been little concentrated effort to bring together scholars working on the land question, particularly around issues of land tenure, with those whose work focuses on questions of nature construction and the social impacts of conservation in an African context. Compiled from research presented at a ground-breaking interdisciplinary conference held at Rhodes University in Grahamstown, South Africa, in 2012, the chapters in this book made their first appearance in a special issue of the Journal of Contemporary African Studies (JCAS) in July 2013. This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Community-based wildlife conservation is promoted as a win-win solution for wildlife and people that protects biodiversity while improving the economic status of communities living among wildlife. This book, based on mixed-method anthropological research conducted in Samburu County, Kenya, demonstrates that, counter to simple narratives promising benefits, community-based wildlife conservancies (CBCs) are complex social institutions layered on pre-existing land use practices with differential impacts for members. Through in-depth research in three communities, Carolyn K. Lesorogol explains how diverse social actors understand and operate CBCs, how benefits and costs are distributed, the gendered nature of CBCs, and how they impact cooperation and conflict in communities. Lesorogol’s analysis shows that economic benefits to members are generally very limited, and while many perceive improvements in security emanating from CBCs, there is also evidence that they heighten tensions over land use as well as human-wildlife conflict.
