This book investigates the theme of global transitions with a cross-regional comparative study of two areas experiencing change over the past three decades: Southeast Asia and the Middle East and North Africa (MENA). Political transitions in Asia have been the subject of interest in academic and policy-making communities recently as there are encouraging signs of democratization in countries that exhibit elements of authoritarianism. In those countries with relatively open political systems, transitions to democracy have been complete – albeit messy, flawed, and highly contested. In contrast, countries of the MENA region that have been gripped by revolts in recent years find themselves in the midst of chaotic and uncontrollable transitions. Why are there such differences between these regions? What, if anything, can be learned and applied from the transitions in Southeast Asia? These questions are answered here as Asia’s experience is contrasted with the Arab revolts and the struggle of the different countries in the MENA region to fashion a new social contract between states and citizens.

The relationship between social movements and their countermovements is an underrepresented research topic, given the bulk of social movement studies that have been published to date. Moreover, empirical research on this topic primarily covers certain geographic areas of the world, specifically what is commonly called the “global North”. The mobilization of religious and women’s movements against social change, which strive for a preservation of the status quo and can be held responsible for a delayed expansion of reform-oriented interest articulation, is a rare topic of social movement literature, too. The authors of this volume address the issue of women’s movements and countermovements in countries of Southeast Asia and the North African part of the MENA region. They arrive at interesting constellations of coalition and competition between state and non-state actors, and religious and secular movements, as well as within women’s movements. Saudi Arabia and Iraq have a shared history, as both friends and enemies at one and the same time, and their growth as modern nation-states must be understood in that joint context. This book establishes a new narrative and timeline for bilateral relations between the two countries, while examining the work of other Arab and Western scholars, in order to excavate the biases underlying so much previous work on this topic. In doing so, it proposes a new way of looking at state formation and boundaries in the Middle East, by showing how the interactions of regional neighbors left an indelible imprint on the domestic politics of one another. The two different visions for managing the border that Saudi Arabia and Iraq developed in the 1920s generated mistrust on both sides, leading to a gradual process of estrangement that lasted through the 1950s and beyond. Ibn Saud made strenuous efforts to preserve the socio-economic ties that united the communities of southern Iraq with the Najd and, in turn, those efforts helped encourage a wave of Sunni Arab migrants from Iraq who helped build the Saudi state. Iraqi politicians and clerics attempted to use the issue of Ikhwan raids as a rallying cry for promoting their political agendas, thereby contributing to a growing sectarian discourse and undermining the nationalist rhetoric of the 1920 Revolution. The two countries had a remarkable and long-lasting impact on one another, even as they drifted farther and farther apart through mutual fear and suspicion.

This book examines the attitude of Malaysia’s Islamist movements – The Pan-Malaysian Islamic Party (PAS); The National Trust Party (AMANAH); The Muslim Youth Movement of Malaysia (ABIM) and the Malaysian Muslim Solidarity Front (ISMA) – towards the Arab Uprisings in the Middle East and North Africa. The book analyses the perceptions of Islamist movement activists, politicians and members in Malaysia towards the 2011 Arab Uprisings, popularly known as the ‘Arab Spring’. A questionnaire based-survey as well as in-depth interviews with activists and leaders ranging from individuals in opposing political parties (PAS and AMANAH) to non-government Islamist organisations (ABIM and ISMA) informs the findings of the book. Using quantitative and qualitative methods, the author analyses how the events impacted the activism, political approach and attitudes of the members of Islamic movements towards the issues of regime change, civil disobedience, political revolution, democracy, Islamism and political stability. The book demonstrates that Malaysian Islamists are mainly in support of free and democratic elections as a medium for political change as opposed to overthrowing the previous BN-led regime via civil disobedience, street demonstration or ‘revolution’. This book investigates the role of society groups in the making of the Arab Spring and under which conditions they attained their goals. Democracy and recognition of human rights and fundamental freedoms seem to be the main drives of the people organized in form of civil groups or grassroots movements in the Arab Spring countries; but it is essential to identify when they find it suitable to take such extreme action as taking the streets in an attempt to take down the repressive regimes. It is also important to investigate what methods they relied on in their action and how they challenged the state and the government. A review of the cases in this volume shows that civil society has certain limitations in its action. Analysis of the cases also challenges a commonly held assumption that the Arab world does not have strong and rich civil society tradition. However, for a lasting success and consolidation of democracy, something more than civil society action is obviously needed. A strong organized opposition and a democratic culture seems to be indispensable elements for the evolution of a democratic order and tradition.
