Comparative Politics is a series for students and teachers of political science that deals with contemporary government and politics. The sister volume to Political Parties in Advanced Industrial Democracies, this book offers a systematic and rigorous analysis of parties in some of the world's major new democracies. Drawing on a wealth of expertise and data, the book assesses the popular legitimacy, organizational development and functional performance of political parties in Latin America and postcommunist Eastern Europe. It demonstrates the generational differences between parties in the old and new democracies, and reveals contrasts among the latter. Parties are shown to be at their most feeble in those recently transitional democracies characterized by personalistic, candidate-centred forms of politics, but in other new democracies - especially those with parliamentary systems - parties are more stable and institutionalized, enabling them to facilitate a meaningful degree of popular choice and control. Wherever party politics is weakly institutionalized, political inequality tends to be greater, commitment to pluralism less certain, clientelism and corruption more pronounced, and populist demagoguery a greater temptation. Without party, democracy's hold is more tenuous.

Political parties play a central, if not the central, political role in parliamentary democracies. They are also likely to play a key role in the establishment of new parliamentary democracies. This volume provides a systematic comparison of the democratic transitions in both Eastern and Southern Europe from this point of view. There are four main themes concerning the role of parties that are examined: coping with the past (party identities and inheritances),the formation and performance of new democratic political elites, parties and alliances and their electoral behaviour. These themes guide the case studies, (which are written in comparative perspective), in four countries in both Southern and Eastern Europe. The countries covered include Italy, Spain, Greece, Portugal, Hungary, Romania, Poland and Bulgaria. Democratization is a very complex process, but what the study of political parties does is to focus on an area that links many of them. This book analyses the relationship between the media and politics in new democracies in Europe and other parts of the world. It does so from both theoretical and empirical angles. How is power being mediated in new democracies? Can media function independently in the unstable and polarised political environment experienced after the fall of autocracy? Do major shifts in economic and ownership structures help or hinder the quality of the media? How much can new media laws alter old journalistic habits and political cultures? And how do new technologies impact the media and democracy? The book examines these questions, drawing on a vast set of data assembled by a large international project. Media and Politics in New Democracies focuses chiefly on new democracies in Central and Eastern Europe, but chapters analysing new democracies in Latin America, Africa, and Southeast Asia are also included. These new democracies represent a variety of what sociologists call 'glocalism': homogenisation and heterogenisation coexist, revealing hybrid models and multiple modernities. It is local culture that assigns meaning to global and regional influences. 'Ideal' liberal models and best practices are being promoted and aspired to, but these models and practices are often being adopted in opaque ways generating results opposite to those intended. The book finds many new democracies to be fragile if not deficient, and tries to show what is really going on in these countries, how they compare to each other, and what they can learn from each other.

This book considers whether the potential of democracy following the end of the Cold War was diminished by technocratic, judicial control of politics in the new democracies of Central and Eastern Europe. It explores the complexities and drawbacks of modern constitutionalism by offering a comprehensive theoretical and comparative-empirical assessment of the status and role of constitutionalism in five new EU Member States. The democratization of countries in Central and Eastern Europe has been guarded by constitutions and constitutional courts. This book examines the implications of powerful courts and rigid constitutions for the democratic engagement of citizens and the political authority of politicians. Using an interdisciplinary and comparative approach, the book analyses the historical emergence of powerful constitutional institutions in the Czech Republic, Hungary, Poland, Romania and Slovakia. The author argues that the democratic promise of 1989 largely lost out to a technocratic and top-down view of judicial control of politics – a state of affairs reinforced by EU accession. Voting in Old and New Democracies examines voting behavior and its determinants based on 26 surveys from 18 countries on five continents between 1992 and 2008. It systematically analyzes the impact on voting choice of factors rooted in the currently dominant approaches to the study of electoral behavior, but adds to this analysis factors introduced or reintroduced into this field by the Comparative National Elections Project (CNEP)—socio-political values, and political communication through media, personal discussion, and organizational intermediaries. It demonstrates empirically that these long-neglected factors have significant political impact in many countries that previous studies have overlooked, while "economic voting" is insignificant in most elections once long-term partisan attitudes are taken into consideration. Its examination of electoral turnout finds that the strongest predictor is participation by other family members, demonstrating the importance of intermediation. Another chapter surveys cross-national variations in patterns of intermediation, and examines the impact of general social processes (such as socioeconomic and technological modernization), country-specific factors, and individual-level attitudinal factors as determinants of those patterns. Complementing its cross-national comparative analysis is a detailed longitudinal case study of one country over 25 years. Finally, it examines the extent of support for democracy as well as significant cross-national differences in how democracy is understood by citizens.
