The Democratic Developmental State model intends to promote economic growth and democracy at the same time. Since 2000's the ruling party EPRDF declared that the Democratic Developmental State is the only model which can lift Ethiopia out of poverty by building up an authentic democratic system. The party states that this due to the fact that the democratic developmental state is the best alternative to be implemented in developing countries. Both the party and the government of Ethiopia explained that a system which is not democratic can't be applied in Ethiopia because Ethiopia is a country based on diversity. So, any kind of political model to be implemented in Ethiopia should include democracy as its basis. From the point of view of its administrative structure, Ethiopia is a federal state. The compatibility of the Democratic Developmental State and the Federal Democratic State is addressed by many authors. However, the issue of Democratic Developmental State and the federalist model to be applied in the administration of the state is not discussed in an adequate manner. In this essay, the author Yemane Gebreselasse analyses the compatibility between the Democratic Developmental State and the Federal System in Ethiopia. The development of Ethiopia shows some very impressive achievements but also some drawbacks. The country has registered a rapid economic growth after it has adopted the new model. However, there are some critical points: one is the lack of the elite commitment, the other the lack of an effective bureaucracy. Furthermore, strong institutions are missing. This results in a weak democratization process. "Some argue that Federalism is a decentralised system of government while DDS needs centralised planning. But in the case of Ethiopia there are two layers of administration, and these are the federal and regional government, which means that there is a power distribution between them."

After the fall of the Berlin wall and the disintegration of the former USSR and Yugoslavia, it has widely been assumed that socialist federations have become a thing of the past. Ethiopia’s ethnic federal system however is essentially a socialist federal system based on the notion of the ’right to self-determination of nationalities’ and a Marxist-Leninist organization of the state and party. This book assesses the Ethiopian ethnic federal system from the perspective of the principles of socialist federations and other Marxist oriented policies pursued by the ruling Ethiopian Peoples' Revolutionary Democratic Front (EPRDF). Exploring how the application of these ideological principles has impacted on the structure and function of the Ethiopian federal system, the research examines the ways in which these ideological policies of the ruling party affect national consensus, protection of human rights, the rights of minority groups, separation of power principles and the relationship between the federal and regional governments. It also explores the extent to which ideological principles have had an impact on the democratization process, rule of law and in building up institutions such as parliamentary democracy, the judiciary, the media and civil society organizations in the country. Approaching the Ethiopian federal system from the perspective of the fundamental ideological principles of the party in power allows a deeper insight into the structure and function of the ethnic federal system.

This book investigates the role of ethnic federalism in Ethiopian politics, reflecting on a long history of division amongst the country’s political elites. The book argues that these patterns have enabled the resilience and survival of authoritarianism in the country, and have led to the failure of democratization. Ethnic conflict in Ethiopia stretches back to the country’s imperial history. Competing nationalisms begin to emerge towards the end of the imperial era, but were formalized by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) from the 1990s onwards. Under the EPRDF, ethnicity and language classifications formed the main organizing principles for political parties and organizations, and the country’s new federal arrangement was also designed along ethnic fault lines. This book argues that this ethnic federal arrangement, and the continuation of an elite political culture are major factors in explaining the continuation of authoritarianism in Ethiopia. Focusing largely on the last 27 years under the EPRDF and on the political changes of the last few years, but also stretching back to historical narratives of ethnic grievances and division, this book is an important guide to the ethnic politics of Ethiopia and will be of interest to researchers of African politics, authoritarianism and ethnic conflict.

Ethiopia is an example of a country that undertook comprehensive reform of its core financial systems, independent of the IMF and the World Bank, and successfully transformed itself into one of the fastest-growing economies in Africa. With Ethiopia’s twelve-year reform as its guiding case study, this book presents new analytical frameworks to help governments develop better financial reforms. It shows in detail how four core financial systems—budgeting, accounting, planning, and financial information systems—can be reformed.
