In this version of the compendium, each guidance is coded using the International Classification of Health Interventions (ICHI). The compendium provides a systematic compilation of published guidance from WHO and other UN organizations on health and environment. Guidance on policies and actions as well as awareness raising and capacity building interventions is presented for all major areas of health and environment. Guidance referring to priority settings for action such as cities and other urban settlements, housing, workplaces and health care facilities is also listed. For greater practical relevance, each guidance is classified according to principally involved sectors, level of implementation and instruments for implementation. The compilation of guidance for each area of health and environment or priority setting for action is accompanied, as available, by information on main sources, exposure assessment and existing guideline values. Important tools and further resources are presented alongside. This compilation of published guidance on health and environment highlights that a large number of actions across main topics of health and environment, concerning various sectors, and applicable to various levels are available to improve health and reduce environmental risks. This compendium is intended to serve as a repository and easy-to-use and useful resource for decision and policy makers in health and environment at various levels. The Compendium is planned to be updated on an annual basis as additional guidance becomes available.

A practical guide to concepts, methods, and instruments for conducting an evaluation of environmental health services. Noting that managers frequently overlook the importance of evaluation, the book also performs a persuasive function, serving to illustrate the advantages of evaluation for purposes ranging from the justification of continuing expenditure to assurance that public health is being adequately protected from hazards in food, air or water. Throughout the book, examples of evaluations conducted in European countries are used to show how different approaches work to resolve specific practical problems. The book has six chapters. The first provides a general introduction to the purpose, principles and components of evaluation, as well as procedures that are frequently used. Chapter two applies these general principles to the specific setting of environmental health services, where process, impact, relevance, and adequacy of services may need to be assessed. Factors that make such services difficult to evaluate through traditional mechanisms are also briefly discussed. Against this background, a chapter on data and indicators provides detailed advice on the choice of indicators, concentrating on the use of process, environmental health, and urban indicators. Chapter four, on instruments for evaluation, outlines the strengths and weaknesses of several methods of data collection, giving particular attention to tools for economic analysis and qualitative evaluation. The remaining chapters cover the use of results in management decisions and set out five case studies of evaluations recently conducted in Europe.

Following the 27th Tripartite Annual Executive Meeting, the FAO Programme Committee in its 130th session, March 2021, requested the joint development, by the Tripartite (FAO/WHO/WOAH) and others, of a strategy and action plan to prevent future zoonotic pandemics through the One Health approach. The One Health Joint Plan of Action (OH JPA) is intended to guide the four organizations of the Quadripartite to work together on One Health with the aim of supporting their Members to build One Health capacities. It provides a framework for action and proposes a set of activities that the four organizations can offer together to enable countries to advance and scale up One Health in managing human, animal, plant and environment health threats. The framework uses a One Health approach to strengthen collaboration, communication, advocacy, and coordination equally across all sectors responsible for addressing health concerns at the human-animal-plant-environment interface.

The WHO Benchmarks for International Health Regulations (2005) (IHR) Capacities was first published in 2019 and serves as a capacity-building tool and reference document to guide development/updating of country health security plans, including the national action plan for health security (NAPHS). It is now updated to a second edition which incorporates lessons learned from recent health emergencies, as well as alignment with updated IHRMEF tools, the HEPR framework, the WHO Director-General’s ten proposals to build a safer world together, and to build back better through multi-hazard and whole-of-society approaches to support better preparedness for future emergencies. This document outlines the concept and content of the WHO people-centred approach to addressing antimicrobial resistance (AMR) in the human health sector. The proposed approach recognizes and aims to address the challenges and health system barriers people face when accessing health services to prevent, diagnose and treat (drug-resistant) infections. It puts people and their needs at the centre of the AMR response and guides policy-makers in taking programmatic and comprehensive actions to mitigate AMR in line with a proposed package of core interventions. These interventions are based on a review of four pillars and two foundational steps that are critical to overcome barriers faced by people and health systems in addressing AMR. The four pillars are: (1) prevention of infections; (2) access to essential health services; (3) timely, accurate diagnosis; and (4) appropriate, quality-assured treatment. The pillars are supported by the two foundational steps: effective governance, awareness and education; and strategic information through surveillance and research. Building and adding on to the objectives of the Global action plan on AMR, the 13 core interventions and accompanying priority actions are designed to address AMR in a programmatic manner that puts people, their needs and equitable access to health services at the centre of the AMR response in the community, in primary care, secondary and tertiary care, and at national and/or subnational level. The development of the people-centred core package of AMR interventions was based on a review of the evidence and multidisciplinary expert opinion, complemented with feedback from a global online consultation and WHO’s strategic and technical advisory group on antimicrobial resistance. As countries develop or revise their national action plans (NAPs) on AMR, the people-centred core package of interventions can support the design and prioritization of actions in the human health sector at the different levels of implementation and integrated with broader health system strengthening and pandemic preparedness and response plans.
