This book examines the domestic and international dimensions of European Union (EU) competition policy, particularly mergers, anti-competitive practices and state aids. The authors argue that important changes in EU competition policy are having profound effects on the global political economy, and these changes are best understood as European Commission responses to new domestic and international pressures. Using a two-level game analytical framework that is both intra-EU and global in scope, Damro and Guay investigate a wide variety of domestic and foreign public and private actors that interact in crucial ways to determine the development and implementation of EU competition policy. They address this broad question: In what ways do changing external and internal factors affect the evolution of the EU's competition policy and the role that the Commission plays in it? Among the conclusions is that the EU and particularly the European Commission has become a leading global regulator.

Europe's space is in a flux. Earlier cores and peripheries in Europe are experiencing a profound transformation. The driving forces include, amongst others, Western European economic and political integration, and Eastern European transition. We are also witnessing fundamental technological and organisational restructuring of industrial systems. Information technology and telecommunications are rapidly altering the requisites for comparative advantage. Peripherality is being determined more by access to networks than by geographical location. Economies of scale can be attained in distributed networks of production with good access to markets as well as in large agglomerations. Clearly, these changes also call for new perspectives in regional analysis. This book derives its impetus from an Advanced Summer institute in Regional Science which was arranged in Joensuu, Finland, in 1993 under the auspices of the European Regional Science Association. Some of the papers, which were discussed at the institute, were thoroughly revised for the present purpose. In addition, chapters on specific topics were specially written for the volume. In most contributions, the focus is on the Nordic countries and their internal peripheries. They form a particularly interesting case in assessing prospects for the multi-faceted centre-periphery confrontation in Europe.

As corporations search for new production sites, governments compete furiously using location subsidies and tax incentives to lure them. Yet underwriting big business can have its costs: reduction in economic efficiency, shifting of tax burdens, worsening of economic inequalities, or environmental degradation. Competing for Capital is one of the first books to analyze competition for investment in order to suggest ways of controlling the effects of capital mobility. Comparing the European Union's strict regulation of state aid to business with the virtually unregulated investment competition in the United States and Canada, Kenneth P. Thomas documents Europe's relative success in controlling—and decreasing—subsidies to business, even while they rise in the United States. Thomas provides an extensive history of the powers granted to the EU's governing European Commission for controlling subsidies and draws on data to show that those efforts are paying off. In reviewing trends in North America, he offers the first comprehensive estimate of U.S. subsidies to business at all levels to show that the United States is a much higher subsidizer than it portrays itself as being. Thomas then suggests what we might learn from the European experience to control the effects of capital mobility—not only within or between states, but also globally, within NAFTA and the World Trade Organization as well. He concludes with policy recommendations to help promote international cooperation and cross-fertilization of ways to control competition for investment.
