Possibly no group is more conscious of the challenges created by the increasing integration of markets for capital, labour, products and information than small, developing economies. Policy makers from these economies have sought a two-track response to this integration. One response lies in increasing lobbying efforts for these economies to be accorded special, or more equitable treatment in market integration discussions. The second response lies in improving the competitiveness of their economies. It is this second response that provides the subject matter for this book. It explores the challenges and opportunities associated increasing competitiveness in small, developing economies based on research conducted in the Caribbean. The topics covered indicate the breadth of activity that is required to enhance. competitiveness. At the macro-policy level, the book explores the key drivers of competitiveness, examines the role of exchange rate regimes and of government policy, considers the implications sovereignty, and assesses the extent to which competitiveness likely to be improved by attracting foreign direct investment.

This book is designed to help students, practitioners and policy makers gain an understanding of the existential challenges that confront small developing states that have resulted in several economic fallouts to the extent that some countries have experienced the demise of many of their traditional industries. It also presents a compendium of approaches, tools and policies that can assist in resolving some of the lingering challenges faced by these countries. It is envisaged that these approaches will invariably increase their competitiveness and thereby contribute to economic growth. The book also analyzed the policy and regulatory environment in several small developing states and has developed approaches that are critical to strengthening the institutional capacity in support of the SME sector. This is an imperative in their quest to become more productive and competitive and thereby create opportunities for sustained economic growth. Emanating from a regional study of the industrial status in the CARICOM Member States, it proposes new and revised approaches to public policy on many development issues. The book is replete with insights, inspiring real life cases and offers alternative approaches to development.

Globalization and structural adjustment offer many opportunities for export orientated industrialization in developing economies. As a group, competitiveness in the developing countries has improved, but, while East Asian economies have had rapid export growth and technological upgrades, South Asian and African economies have lagged behind. Old structures, institutions, behavioural patterns and public policies are ill-adapted to deal with the challenges posed by technological change and economic liberalization. Consequently there is an urgent need for change in government and private sector attitudes and strategies. This volume seeks to generalise the lessons across developing country and enterprise cases, and sheds light on which trade and industrial strategies and instruments work best, and which do not work, in relation to manufacturing competitiveness.

Attempts to measure competitiveness (CP) across countries have typically neglected the world¿s smallest economies. Hence, a simple composite index, the Small State Manufactured Export CP Index or SSMECI, was developed to benchmark industrial CP. The SSMECI represents the first attempt to provide a comprehensive picture of the CP performance of small states. The performance of small states varies across geographical regions, income groups, & country size classes. High-performing small states had better macroeconomic conditions, higher levels of foreign invest., more trade openness, better levels of educ., & modern infrastructure. A coherent, market-oriented CP strategy in small states is vital to success on international markets. Tables.

Whish and Townley have brought together experts on approaches global, comparative and local, combined with fresh inter-disciplinary insights. By combining law, economics and political economy, what emerges are pointed commentaries, and a rich source of principles and pragmatism. This book will guide the creators and enforcers of new competition law regimes.' – Philip Marsden, Director, British Institute of International and Comparative Law, and OFT Board Member 'This is a wonderful volume filled with good ideas. It evolves from the Sixth Conference of ASCOLA, the world association of competition law professors, which asked a group of young scholars how new competition law systems can be made more effective, and challenged the conference participants to interrogate the ideas. the resulting book is an admirable collection of insightful papers and commentary. For all who are interested in advancing younger competition law systems and their supporting academic communities, this volume must be read.' – Eleanor Fox, New York University School of Law, US This book focuses on the problems faced by newly-established competition authorities, and on shaping policies and building institutions in those jurisdictions. In particular four key issues encountered by new competition jurisdictions are considered, namely: the challenges and obstacles to adopting competition laws; institutional challenges and choices, with a specific focus on deterrence; the global perspective, with a specific focus on mergers; and a discussion of how to help young academics in new jurisdictions. Theoretical analysis is informed by practice throughout, and in particular by those considered to be at the cutting edge, either working in new competition authorities or from specialists advising them on a daily basis (such as those in the OECD and UNCTAD). New Competition Jurisdictions will be of great interest to lawyers, economists, academics, judges and public officials working in the fields of competition law and policy.
