This book analyses the determining factors behind productivity and innovation amongst Small and Medium Enterprises (SMEs) in Singapore, and within the context of South East Asia, in order to offer recommendations for increasing productivity and aiding economic growth. SME firms are an influential driver of economic growth in advanced world economies like the USA, Germany, Japan and South Korea. Throughout the 2000s, Singapore experienced a decline in economic growth which was linked to decreasing productivity in its SMEs. The decline triggered a transformational policy by a Government intent on forging a ‘high skill–high productivity’ future. Given substantial evidence that low productivity growth occurred in sectors where immigrants dominated the workforce, the seeds of recovery focused on improving productivity and innovation amongst SMEs in those sectors. Hence, this book investigates the factors determining productivity amongst SMEs across the manufacturing sector. It utilises personal interviews with global experts and CEOs, combined with primary data collected from a major international Delphi survey, and interviews with 215 SME owners and managers in Singapore. This data helps us to better understand how these productivity-enhancing factors can be used to increase performance amongst SMEs. By investigating the nature and process of total factor productivity in Singapore’s SMEs, this book tells the policy story behind the revolution. To provide a comparative analysis, Singapore’s story is placed within a South East Asian context. Innovation requires something new. Integration of deep understanding of innovation and econometric analyses are a “new combination” in this book, which contrasts with other, similar books in the field. This new approach may benefit policy makers as well as scholars and firms in poor countries. The main points of the book are summarized as follows: First, for most poor countries “learning innovation” is considered the key to economic growth rather than “leading-edge innovation”, which is a more popular theme in similar books on innovation. Second, an overwhelming majority of innovations currently used in poor countries are developed in advanced countries, so technology transfer and learning from the latter are a fundamental source of innovation in the former. Third, a surprisingly high rate of firms (around 50%) reported that they introduced new or significantly improved products or processes in poor countries, and this high innovation rate is a great benefit to be enhanced by government policies. Fourth, the common factors driving innovation of manufacturing firms in Vietnam and Laos are (1) human capital, (2) social capital, and (3) innovation in the past. Fifth, the impact of innovation on firm performance is found to be mixed in these countries. Sixth, so far almost all studies on innovation have focused on product or process innovation, but additional light is shed here on organizational innovation.

Bangladesh's ready-made garment industry (RMG) accounts for a substantial share of manufacturing output and foreign exchange earnings. It has been successful in the West, but markets are becoming more competitive. When Multifiber Agreement (MFA) ends, efficient producers will not be restricted by quotas and there may be a restructuring of world RMG production. Bangladesh must begin preparing for this more competitive world. Using eleven key measures of competitiveness from the Multifiber Agreement, the study evaluates the Ready Made Garment (RMG) industry in Bangladesh. Information was obtained from 63 interviews with managers from the industry - manufacturers, textile mills, accessories mills, buyers, agents and export promotion agencies.Bangladesh competes mainly in the low end of the market. It enjoys many strengths relative with other low end producers, particularly in quality (for low end), price, and meeting schedules. Performance is also good on a wide variety of other measures. However, there are weaknesses. Productivity is low which could offset cost advantages if competitors improve their own productivity. The industry is oriented towards tailoring rather than manufacturing. Technical know-how is low in the knitwear industry which restricts the ability of RM factories to source domestically. Bureaucracy slows the export process. Bangladesh lacks a good reputation among retail customers so it has little bargaining power on price.

Bangladesh's ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. This includes one of its greatest development challenges: to provide gainful employment to the over 2 million people that will join the labor force each year over the next decade. Moreover, only 54.1 million of its 94 million working age people are employed. Bangladesh needs to use its labor endowment even more intensively to increase growth and, in turn, to absorb the incoming labor. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government's reform efforts.
