This book reveals fascinating insights into the two remarkable engines fueling China's economic success: special economic zones (SEZs) and industrial clusters. Douglas Zeng provides an excellent overview of China's SEZs and clusters, their background, success factors, challenges, and possible solutions. The five well-written case studies delve into the rich detail of the evolution and success of SEZs and clusters in key growth regions of China. The views on the distinctions and convergence of SEZs and clusters are fresh and in-depth. As China celebrates the 30th anniversary of its SEZ policy, the publication of this book could not have been more timely. With growing interest in China's experience, this book is a must-read for policy makers, development practitioners, business leaders, and scholars worldwide who are eager to learn from China's success.---Eric Roll Hansen President of Economic Transformations Group, Inc. China's economic rise continues to amaze. This book provides important new insights into two dimensions that, when combined, are emblematic of the nature of China's economic transformation. The creation of special economic zones (SEZs) has been a core element of the government's strategy to drive growth through a process of selective reforms in specific regions. The emergence of clusters has been a market-driven response to the new opportunities opening up in China. The case studies in this book suggest that Chinese SEZs and clusters have often been successful precisely because pragmatic policies allow them to become mutually reinforcing. This book will help researchers and policy makers better understand China's growth, past and current, as well as the lessons the country holds for the effective use of SEZs and clusters in organizing economic policies.---Christian Ketels Principal Associate of the Institute for Strategy and Competitiveness at Harvard Business School and Director of the Competitiveness Institute (TCI)

"Growth enhancing structural change - a relocation of labor from low to high productivity sectors is increasingly perceived as inextricably linked with the sustainable development agenda. In the pursuit of structural change, policy makers have pinned their hopes on targeted policy tools such as Special Economic Zones (SEZs). These geographically demarcated spaces designed to attract investment with a wide set of advantages have become de rigueur, however, a systematic evaluation of evidence-informed policy making is scarce due to conceptual and practical challenges. This book fills that gap and shows that the SEZs are no 'shortcut' to economic development but need to be re-strategized to address the emerging challenges. The first part of the book adopts an interdisciplinary approach to examine the links between SEZs and structural change, with a focus on South Asia, and develops an integrated conceptual framework for policy evaluation. Part 2 presents an empirical analysis of historical trends in growth and structural change in the eight regional economies under examination. Part 3 investigates the socioeconomic and cultural contexts in which the SEZs are embedded, assesses the fit between the SEZ goals and broader development strategies, and evaluates the SEZ policy design fit with the goals. The fourth part of the book presents counterfactual evaluation of the impact of SEZs on investment climate; export competitiveness of firms; technology and innovation; and knowledge linkages of SEZ firms with the wider economy, while the final part discusses the emerging challenges and the way forward. This will be a useful reference for academics, researchers, policymakers and professionals in international trade and business, public policy, industrial economics and regional integration"--

"This book, designed for policymakers, academics and researchers, and SEZ program practitioners, provides the first systematic and comprehensive analysis of SEZ programs in Sub-Saharan Africa. It is the result of detailed surveys and case studies conducted during 2009 in ten developing countries, including six in Sub-Saharan Africa. The book provides quantitative evidence of the performance of SEZs, and of the factors which contribute to that performance, highlighting the critical importance not just of the SEZ itself but of the wider national investment climate in which it functions. It also provides a comprehensive guide to the key policy questions that confront governments establishing SEZ programs, including: if and when to launch an SEZ program, what form of SEZ is most appropriate, and how to go about implementing it. Among the most important findings from the study that is stressed in the book is the shift from traditional enclave models of zones to SEZs that are integrated ? with national trade and industrial strategies, with core trade and social infrastructure, with domestic suppliers, and with local labor markets.Although the book focuses primarily on the experience of Sub-Saharan Africa, its lessons will be applicable to developing countries around the world."

This book evaluates African Special Economic Zones from the perspective of learning from China’s experiences with such Zones and the impact of Chinese policy and investment on African Zones. Utilising case studies of perceived successful Special Economic Zones in China, the book proposes the Chinese Model of Special Economic Zones as an evaluation and benchmarking tool against which African Special Economic Zones are considered. Applying several case studies on African Special Economic Zones, the book then details the competitiveness of African Special Economic Zones with a specific focus on attracting Chinese investors to these Zones. The economic, social and environmental impact of these zones are appraised. African Nations’ efforts, or lack thereof, to enable successful Special Economic Zones are critically analysed. Finally, Special Economic Zones in Africa are compared against the Chinese Model; and an African Model of Special Economic Zones is proposed. Recommendations are presented to both African Nations’ leadership and Chinese policymakers and investors as to how these Zones can be improved to enhance competitiveness and the attainment of the Zones’ sustainable development objectives.

Industrialization supported by industrial hubs has been widely associated with structural transformation and catch-up. But while the direct economic benefits of industrial hubs are significant, their value lies first and foremost in their contribution as incubators of industrialization, production and technological capability, and innovation. The Oxford Handbook of Industrial Hubs and Economic Development adopts an interdisciplinary approach to examine the conceptual underpinnings, review empirical evidence of regions and economies, and extract pertinent lessons for policy reasearchers and practitioners on the key drivers of success and failure for industrial hubs. This Handbook illustrates the diverse and complex nature of industrial hubs and shows how they promote industrialization, economic structural transformation, and technological catch-up. It explores the implications of emerging issues and trends such as environmental protection and sustainability, technological advancement, shifts in the global economy, and urbanization.

The 2019 edition of the World Investment Report focuses on special economic zones (SEZs) which are widely used across most developing and many developed economies. Although the performance of many zones remains below expectations, the rate of establishment of new zones is accelerating as governments increasingly compete for internationally mobile industrial activity. Policymakers face not only the traditional challenges to making SEZs succeed, including the need for strategic focus, sound governance models, and effective investment promotion tools, but also new challenges brought about by the sustainable development imperative, the new industrial revolution, and changing patterns of international production. The Report explores the place of SEZs in today’s global investment landscape and provides guidance for policymakers on how to make SEZs work for sustainable development. It presents international investment trends and prospects at global, regional and national levels, as well as the evolution of international production and global value chains. It analyses the latest developments in new policy measures for investment promotion, facilitation and regulation around the world, as well as updates on investment treaties, their reform and investment dispute settlement cases.
