The book 2016 Annual Competitiveness Analysis and Growth Slowdown Analysis for ASEAN-10 begins by presenting the insights of Mr George Yeo, Former Minister for Foreign Affairs of Singapore, who provides a thoughtful reflection on identities and their continued relevance for policy-making. It then provides an update to the annual competitiveness analysis for ASEAN-10. Based on a rich dataset of 121 indicators, the study covers four environments of competitiveness: (1) Macroeconomic Stability, (2) Government and Institutional Setting, (3) Financial, Businesses and Manpower Conditions, and (4) Quality of Life and Infrastructure Development. It then presents each economy's strengths and weaknesses, and conducts 'what-if' policy simulations to offer insights into the ASEAN economies. Furthermore, given prevailing worries about ASEAN economies falling into the 'middle-income trap', growth slowdown analysis for the ASEAN economies is conducted. Through income-group specific econometric models, determinants of growth slowdown are identified and predictive probability of slowdown for each ASEAN economy is computed. Finally, progress of economic reforms in Cambodia, Laos, Myanmar and Vietnam is evaluated, from which policy implications for these countries' future development are drawn.

The year 2015 has special significance for regional economic integration. The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015. Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015. The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. “pivot to Asia”, the TPP is envisioned as a “comprehensive and high-quality” agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for “One Belt, One Road” and the Asian Infrastructure Investment Bank. All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. Amongst other regional organisations, the Association of Southeast Asian Nations (ASEAN) stands out for the diversity of its ten Member States, stemming from their respective economic and political heritage, governance systems, legal institutions, stages of economic development, and exposure to or reliance on foreign trade and investments. As of 2017, however, the regional bloc has formalised its focus on economic integration and development of a regional competition law. Challenging this vision are the States’ very different national competition law systems, ongoing problems with governmental intervention in the economy, and lack of effective and efficient corruption-free regulatory and juridical infrastructure. This book, the first detailed analysis of competition law in the ASEAN countries, looks at the prospects of implementation for the regional law and compares the existing systems in each Member State. Opening with a thorough description of the composition and organisation of the ASEAN, the analysis proceeds to an in-depth evaluation of such aspects as the following: – persistence of the ASEAN’s traditional mode of dispute resolution, often referred to as the ASEAN Way; – economic challenges posed by intra-regional growth and globalisation; – the strong relationship between the business and government sectors; and – governmental interventions as cultural practices. There is detailed reference throughout to case law, legislation, institutional announcements, relevant treaties, and literature on both the ASEAN and competition law.
