A la suite de la révélation par l’association L214 de nombreux cas de maltraitance animale dans des abattoirs, la commission d’enquête a entrepris « de faire la lumière sur les boîtes noires » que constituent les 941 abattoirs de boucherie et de volaille en France. Les visites inopinée des membres de la commission ont fait la lumière sur des dysfonctionnements "souvent mineurs, parfois majeurs » auxquels la commission estime qu’il est indispensable de remédier. Sur la base d’un état des lieux des abattoirs en France, le rapport avance 65 propositions pour améliorer le bien-être animal mais aussi celui des salariés. Ces propositions visent notamment à pallier « l’insuffisance des contrôles des abattoirs et de transparence ». Les députés souhaitent que la prise en compte du bien-être animal dans la règlementation soit pensée d’une façon évolutive. Cette réflexion pourrait être initiée via la création d’un Comité national d’éthique des abattoirs qui réunirait les acteurs de la filière, des philosophes, des parlementaires, des représentants de l’administration et des représentants des cultes. En ce qui concerne le contrôle, le rapport recommande de rendre obligatoire le contrôles vidéo dans les abattoirs. Celui-ci serait généralisé dans « toutes les zones des abattoirs dans lesquelles des animaux vivants seraient manipulés », y compris les postes d’abattage. Le rapport recommande que ce contrôle soit « encadré par la loi afin d’en délimiter strictement les finalités et éviter qu’il devienne un outil de surveillance des salariés ». Les enregistrements seraient mis à disposition des services vétérinaires, de la direction et des représentants du personnel dans un objectif de contrôle du respect du bien-être animal et d’amélioration des pratiques et procédures. Le rapport recommande également d’augmenter les effectifs des services vétérinaires et de mieux les former à la protection animale. Le rapport constate en effet qu’actuellement le rôle des services est tourné vers l’inspection sanitaire au détriment du bien-être animal. La présence obligatoire d’un agent vétérinaire au poste d’étourdissement et d’abattage des abattoirs de plus de cinquante salariés est préconisée. Il s’agirait « de mettre fin au sentiment de quasi-impunité de certains opérateurs ». Par ailleurs, les députés proposent de requalifier les actes de maltraitance en délit, en cas de récidive. Le rapport estime que le contrôle doit également passer par la transparence via « une plus grande ouverture aux associations, un droit de visite des parlementaires et la mise en place de comité locaux de suivi de site rassemblant les parties ». Le rapport aborde enfin la question de l’abattage rituel. Les règlementations européenne et française autorisent les abattoirs à déroger à l’obligation d’étourdir les animaux avant l’abattage au nom de la liberté des cultes. Les députés proposent, dans le respect de la liberté de culte, d’introduire dans la règlementation à côté de la simple jugulation sans étourdissement deux nouvelles techniques : l’étourdissement réversible et l’étourdissement post-jugulation (qui consiste à rendre les animaux inconscients quelques instants après la saignée).

Créée le 22 mars 2016 à la suite de la révélation par l’association L214 de nombreux cas de maltraitance animale dans des abattoirs, la commission d’enquête a entrepris « de faire la lumière sur les boîtes noires » que constituent les 941 abattoirs de boucherie et de volaille en France, « en étant le plus exhaustifs rigoureux et objectifs possible » a expliqué son Président, Oliver Falorni. Composé de 30 députés, la commission d’enquête a ainsi auditionné près d’une centaine de personnes dans l’objectif d’entendre l’ensemble des acteurs impliqués dans l’abattage des animaux. Elle s’est également déplacée à quatre reprises de façon inopinée dans les abattoirs afin de constater sur place les conditions de fonctionnement et d’abattage des animaux. La campagne nationale d’inspection des 263 abattoirs de boucherie menée en avril à la demande du Gouvernement et les visites inopinée des membres de la commission « ont fait la lumière sur des dysfonctionnements souvent mineurs, parfois majeurs » auxquels la commission estime qu’il est indispensable de remédier. Freedom of religion is an issue of universal interest and scope.
