Excerpt from Compulsory Sales in British India These pages are the outcome of a Course of Lectures delivered to the Students of Law in the University of Calcutta in the beginning of the year. Attempt has been made to make them useful to the profession by referring to some three thousand reported cases, too many, however, to be reconciled with one another in support of a particular point. An elaborate index has also been added to make the book useful to the public and especially to the busy lawyers. With regard to Lecture XI, Compulsory Sales for arrears of Public Demands in Bengal, one word of explanation may be necessary. The law in force is Act I (B.C.) of 1895; but Act III (B.C.) of 1918 has been passed to repeal that Act, though it has not as yet come into force, preliminary notification in the Calcutta Gazette not having been made by the Local Government. Lecture XI, however, has been based mainly on Act III (B.C.) of 1913 in anticipation of the notification. My humble thanks are due to those authors whom I had occasion to consult from time to time, and to whom I have referred in foot-notes. High prices and more recently the necos sity of obtaining priority certificates have reduced contracts to the lowest possible requirements. In the United Kingdom control of the steel trade dates practically from the creation of the Ministry of Munitions. Maximum prices have since been fixed for most metals, and the quantities available for ordinary commercial pur poses are very greatly reduced. The result in India has been to post. Pone all new work which was not really urgent and to hamper ex isting constructions by the shortage and uncertainty of supplies. While the actual decrease in the trade is equivalent to about 42 per cent in weight the high prices ruling show a decline in of only 6 per cent.
