Three of the four chapters in this book deal with consequences of the income-tax treatment of contributions to and withdrawals from the CPF. They discuss the effects on the borrowing costs of the Government of Singapore, and on the effective rates of return accruing to the citizens as members of the Central Provident Fund. The last chapter presents estimates of the probable decline in the retirement incomes of Singaporeans arising from the 1986 reduction in employer contributions.

Around half the world s population live in countries where the fertility rate is far below the replacement rate and where life expectancy is increasing dramatically. Using Singapore as a case study, Social Policy in an Ageing Society explores what might happen in a dynamic and prosperous society when falling births, longer life expectancy and rising expectations put disproportionate pressure on scarce resources that have alternative uses. David Reisman investigates the challenges facing Singapore, where a rapidly rising median age and the growing pressure of the elderly upon medical attention are threatening to disrupt the economic and even the political status quo. The dependency of the old upon the young is becoming a financial and an emotional burden. Health care is swelling in quantity and price. Voluntary and compulsory savings are being used up. New demands for pensions and subsidies are challenging the national ideology of family network and self-reliance. Despite a wealth of prospective problems, the author argues that viable solutions can be found. Discretionary savings can increase. Reverse mortgages can monetise owner-occupied property. A higher participation rate can give the elderly the opportunity to earn a living for themselves. This book concludes that public policy must play its part in facilitating these solutions. It must ensure that the old retain their dignity. The old should not lie where they fall. This comprehensive, intelligible and highly original cross-disciplinary study will appeal to a wide-ranging audience. Readers will include academics, researchers and students with an interest in health economics, the economics of development, social policy and administration, public policy and the socio-economic aspects of medicine.

"Today Singapore ranks sixth in the world in healthcare outcomes well ahead of many developed countries, including the United States. The results are all the more significant as Singapore spends less on healthcare than any other high-income country, both as measured by fraction of the Gross Domestic Product spent on health and by costs per person. Singapore achieves these results at less than one-fourth the cost of healthcare in the United States and about half that of Western European countries. Government leaders, presidents and prime ministers, finance ministers and ministers of health, policymakers in congress and parliament, public health officials responsible for healthcare systems planning, finance and operations, as well as those working on healthcare issues in universities and think-tanks should know how this system works to achieve affordable excellence."--Publisher's website.

Singapore's progress as an independent nation and the uplifting of its people's livelihood have been made possible by stable social and political conditions. A more important factor in driving these positive changes lies with people-centric leadership. One can contrast the case of Singapore with societies led by self-serving leaders whose lack of honesty and integrity brings about immense social and economic hardships to various communities. When people suffer under undesirable circumstances, they often migrate to seek better future for themselves and their families. This book reveals how Singapore's governance grounded on the principle of asset building facilitates the country's growth and development. Policies being discussed in this volume include multi-culturalism, accessible housing, social mobility for low-income families, water resource management, and national conscription. Highly relevant for students, policy makers and the general public interested in socio-political and economic development issues, this unique piece of work not only gives readers a documentary account of what has been undertaken to empower and assist citizens in the last 50 years or so, but also prompts them to reflect on Singapore's future trajectory.

This Financial System Stability Assessment paper on Singapore highlights the attractiveness of Singapore as a financial center is underpinned by strong economic fundamentals, sound economic policies, and a sophisticated financial oversight framework. The financial system is exposed to global and regional macrofinancial shocks through significant trade and financial channels but appears resilient even under adverse scenarios. However, banks’ US dollar liquidity is vulnerable to stress conditions. Fintech developments so far have focused on partnerships with existing financial institutions and do not appear to contribute significantly to systemic risk. Singapore authorities should continue to enhance its strong oversight of the financial system. Strengthening the framework for resolution and safety nets, namely by devoting more resources to the Monetary Authority of Singapore (MAS)’ Resolution Unit; and enhancing the oversight of MAS Electronic Payments System by ensuring more staffing resources are two other important areas for action.
